Leo cursed inwardly, increasing the frequency of his rowing. The small boat sped faster towards the direction he had sensed.
Just a few hours ago, he had been a freshly graduated university student on Earth.
He had been dreaming of acquiring a certain top-tier nation after graduation to realize his ambitions. Who would have thought that the moment the idea crossed his mind, he would be sent flying by an oncoming dump truck.
When he woke up, he was already on this old, small boat.

Leo silently walked to the doorway, looking at the figure inside, and quickly recognized who she was.

Upon recognizing Nami, Leo immediately realized he was in the East Blue, and the timeline should be before Luffy set out to sea, or just after he had set out but before he had met Nami.

"Don't get the wrong idea," Nami said, waving her hands frantically. "I was just afraid they would be stolen, so I wanted to move them to a safer location."
She had been through storms and stresses and was quick-witted.
She quickly offered Leo an explanation.
Leo smiled. "Don't worry. The pirates from both crews are already dead. I have nothing to do with them."
