Author Notes: Hi guys, I'm very sorry for the delay. The reason it took quite some time is because I felt this story was starting to follow the style of theUchiha Setsuna fanfiction. I plan to keep Raiken character balanced between his power and his involvement in politics. I also want to add more action and have him fight more villains. You might have noticed that the livestream donation have been reduced a lot. I got stuck at this point, which is why it took me so long to develop new ideas. I'll do my best to update more regularly once I get the hang of it again.

Chapter 13: Three Conditions
"Our first condition is for our people. The Uzumaki Clan and our descendants must have the right not to become shinobi of Konoha. We should not be required to send our people to the academy or force them to become ninjas for this village," said Raiken.
Hiruzen frowned but didn't immediately respond. Instead, he looked at Uzumaki Mito. Seeing her relaxed and sipping tea calmly, he felt a great pressure pressing on him—he knew he needed to make a decision now, or the Uzumaki Clan would remain in Mount Myoboku.
As someone who had Enma the Monkey King as his summoning beast, Hiruzen understood how powerful and exclusive the Reversal Summoning Jutsu was. Without the consent of the summoning beast, no enemy from any of the Four Great Nations could reach them. In other words, the Uzumaki were completely safe in the land of the toads.
Hiruzen was left with no choice but to agree.
"Very well. I promise, as the Third Hokage, that your people may choose to become ninja of Konoha or live as civilians. No one can force members of the Uzumaki Clan to become shinobi—not even me," said Hiruzen.
Raiken smiled. With this promise, Danzo could no longer force them into Root. Then, he moved on to his second demand.
"Our second condition is the freedom to open a marketplace in Konoha without interference," said Raiken. "As you know, we Uzumaki are highly skilled in fuinjutsu. We would like to open a market to sell our sealing techniques and related items within Konoha."
This time, Hiruzen smiled as well. The real reason he wanted to recruit the Uzumaki was because of their sealing expertise, so why not accept this offer?
"That is acceptable. I grant you permission," said Hiruzen with a smile.
Raiken nodded with satisfaction.
"And our final condition is this: we will not be forced to create sealing jutsu, nor be assigned missions that require it. If, for any reason, Konoha requests us to develop a seal and we choose to decline, we do not want to be seen as enemies or accused of betraying the village. This also includes any mission assigned to us—we reserve the right to refuse any task without consequence," said Raiken firmly.
This time, Hiruzen smile froze. That condition meant they couldn't exploit the Uzumaki Clan's strength.
He sighed heavily and glanced once again at Mito, who was still calmly enjoying her tea.
'It looks like Mito-sama has already approved of this,' Hiruzen thought.
"Very well, I also agree to this," said Hiruzen.
Raiken gave a firm nod. "Then let us put this agreement in writing."
At his signal, Kenshiro brought out a blank contract scroll. Raiken carefully wrote down the three conditions and read them aloud for clarity:
1. The Uzumaki Clan and their descendants will not be obligated to become shinobi of Konoha. They can left the academy even after entering it and choose to become a civillian.
2. The Uzumaki Clan and their descendants will be allowed to open and operate a fuinjutsu market within Konoha without interference.
3. The Uzumaki Clan and their descendants will not be forced or assigned missions involving the creation of sealing jutsu. Should they refuse such requests or missions, Konoha will not treat it as rebellion, disobedience, or betrayal of the village.
Raiken then passed the scroll to Hiruzen. After reading through the conditions once more, the Hokage solemnly nodded. He picked up a brush and signed his name and title: Hiruzen Sarutobi, Third Hokage of Konohagakure.
Raiken did the same: Raiken Uzumaki, The Clan Leader Of Uzumaki Clan.
Two identical copies were made—one kept by the Uzumaki Clan, the other was given to Hiruzen and will be stored in Konoha's central archive.
"Thank you, Hokage-sama. We will begin migrating to Konoha—possibly even today," said Raiken.
Meanwhile, the livestream exploded with excitement. In just half an hour, Raiken received more than 10,000 stars. The audience was thrilled that he had secured the Uzumaki Clan safety and freedom from the manipulations of Danzo and Hiruzen.
---After the Meeting---
Once the Hokage left, Jiraiya and Orochimaru followed him, but Tsunade remained in the room.
"Your three demands..." Mito began but didn't finish her sentence.
"I know what you're thinking," said Raiken. "But our numbers have dropped to just 563. It's better that most of us live as civilians so that we can grow stronger over time."
"You're the new Uzukage, right?" Tsunade suddenly asked.
Raiken raised an eyebrow, surprised by her boldness.
"Yes," he replied. "But soon, I'll become just a regular clan leader."
"As close relatives of the Senju, why don't you follow the Senju path and abandon your family name?" asked Tsunade.
Mito frowned, clearly not expecting Tsunade to bring that up.
"You're Mito-sama's granddaughter, right? Tsunade?" asked Raiken.
"Yes, I am Tsunade," she said proudly.
Raiken didn't want to answer the question directly. At this time, Tsunade was still loyal to Hiruzen, and he didn't want to raise suspicions within Konoha. So he redirected the conversation with another question.
"Do you know our Uzumaki Clan's most distinct trait?" he asked.
"Red hair?" replied Tsunade.
"Exactly. Even if we dropped our surname, people would still recognize us—and that would make it easy for them to hunt us down one by one," said Raiken. "That's why it's better to retain our clan name and live together in one village."
Tsunade frowned but eventually accepted his reasoning.
---Danzo Rage---
"What do you mean, you promised them they don't have to become shinobi of Konohagakure?" Danzo asked in disbelief.
This man was so stupid that he had agreed to three outrageous demands and the last one? Not being allowed to force them to create sealing jutsu or even assign them missions?
"Danzo, Mito-sama was there," said Hiruzen calmly.
Danzo fell silent for a moment. It was true, if Mito-sama was present, the situation would become far more complicated. Much of Hiruzen political power came from the support of the Senju Clan, and it was Mito who had originally urged them to support Hiruzen as Hokage.
"I know... but couldn't you have waited for a meeting first before accepting Uzumaki demands?" Danzo asked, trying to hold back his frustration.
"The Uzumaki Clan isn't desperate to become shinobi of Konoha," Hiruzen replied. "The toads of Mount Myoboku have offered them permanent refuge. If we had rejected their terms, they might have turned their backs on us completely and stay in Mount Myoboku."
Danzo was shocked. He clenched his fists tightly, the frustration building within him until he finally muttered his most iconic sentence.
"You will regret this," Danzo said through gritted teeth before turning and storming out of the office.
