Speaking of the Time Variance Authority, its existence has both pros and cons for Samuel.
The advantage is that they constantly prune time variants and time branches, ensuring a continuous supply of 'trash' appears in the void, waiting to be discovered by him.
The disadvantage is that the 'free will' of everyone in the Multiverse is stripped away; everyone's life, from birth to Death, has already been planned out.
For example, Loki.
In the sacred timeline's setting, Loki was supposed to be strangled by Thanos in Avengers 3.
However, in Avengers 4, the Avengers traveled back in time to the Battle of New York through the Quantum Realm to borrow the Space Stone, and Loki, by a twist of fate, obtained the Space Stone and then escaped.
His escape altered his original fate of being escorted back to Asgard by Thor, thereby changing a series of subsequent events.
The Time Variance Authority defined Loki as a time variant, apprehended him, and pruned the time branch created by his escape.
They reset the time stream, allowing the Loki of the past time stream to continue developing along his originally predetermined path.
Samuel does not want time branches related to himself to be pruned, and then the time stream reset, only to see his past time stream self continue to be pruned following his own footsteps.
This cycle would repeat, ultimately creating a large number of his own variants from different time streams.
