In 1998, in the US state of Colorado, a complex, mountainous, and isolated city was located. Raccoon City, a frontier town surrounded by mountains with only one route leading out, was a key battleground in the American Civil War. Its secluded geography limited its development but made it an ideal location for the pharmaceutical giant Umbrella Corporation to establish a secret research platform.
Beginning in the 1960s, Umbrella invested massive funds to modernize the area. This transformed the town of a few thousand people into a fully-fledged industrial city, with over half the residents being Umbrella employees. Raccoon City, in effect, became the company's private base.
Despite this, under Umbrella's generous benefits, the citizens loved the city and the company. It didn't matter whose private property Raccoon City was, as long as they could also get a small piece of the pie.
The infamous Raccoon City is also the most famous "unlimited newbie village" in the world of transmigrator fiction. In these novels, Raccoon City is often used as a training ground for newcomers, simply because the difficulty is perfectly suited for ordinary people just starting out.
Our protagonist, Javier Li, is no exception.

Unfortunately, though his name is Javier Li, he isn't the big, clumsy guy from Dark Souls who swings the Dragon Tooth around. And there's no Ada Wong here, just a rather noisy, mischievous "loli."
