I'm sure he'll sell me some low-level equipment if I pay a fair price. A few thousand Valis should be enough, I think. But where should I go to find him?

He's part of the Hephaestus Familia. Should I head to the area controlled by the Hephaestus Familia?

I know they maintain many shops, forges, and other buildings somewhere in Orario.
