A pessimistic, delinquent-like student. Cynical and skeptical, he struggles with trust but has affection for Anzu .
Jōji (Joe):
Physically weak and mysterious, with a fascination for ants. Socially withdrawn but loyal. Has romantic interest in the character Satō.
Reiji (Andre):
Overweight and masochistic, obsessed with receiving punishment, especially from Meiko Shiraki. Displays comedic extremes of pain and pleasure.
Mari :
The cold, calculating president of the Underground Student Council and daughter of the chairman. Strict enforcer of rules, highly intelligent and authoritative.
Meiko :
Vice president of the Underground Student Council, physically powerful disciplinarian. Harsh toward boys but loyal to Mari.
Hana :
Secretary of the Underground Student Council with karate skills. Initially hostile to boys but develops feelings for Kiyoshi. Acts as a spy later in the story.
Kate :
President of the Aboveground Student Council, Mari's rival with manipulative tendencies and adept in aikido. Opposes Mari and the boys.
Risa:
Vice president of the Aboveground Student Council, skilled in kendo and motorcycling, with sadistic traits. Loves Andre and opposes Meiko.
Mitsuko:
Secretary of the Aboveground Student Council. Clumsy and shy, she writes yaoi manga and is cousin to Anzu.
Chairman:
Chairman of Hachimitsu Academy and father to Mari and Chiyo. Wealthy, perverted, but sympathetic to the boys.
Chiyo :
Mari's younger sister and Kiyoshi's classmate/romantic interest. Kind and caring, eventually becomes USC president.
Anzu
Former spy for the Underground Student Council, cousin of Mitsuko, protective and emotionally mature. Has a romantic link with Shingo.
Satō:
Minor character, love interest of Joe, appearing mainly in the OVA.
