The Justice Brigade was fighting criminals when the police arrived. Then, the police arrested the criminals and took them to jail. The Justice Brigade didn't know that a villainess was spying on them. The villainess remarked, "They failed, and the heroes won again." The villainess watched replays of The Justice Brigade's victories and all the times they saved the town, and grew angry with them. The villainess muttered, "There must be some way. There must be some way to bring those brats down to size." The villainess lay back in her chair, depressed, while she thought about it. The villainess remarked, "Hmm, I think I know how." The villainess snapped her fingers, and her partner, Flamer, came. The villainess instructed, "Go to the city and take care of The Justice Brigade, but don't destroy them. This attack will be a test to assess their capabilities. Make sure you get away and leave them in pieces." Flamer replied, "Yes, boss." Flamer left their lair and went to town to get The Justice Brigade's attention.
Daisy was making dinner for her team when their alarm went off. Daisy pushed a button on a remote, revealing that a giant spaceship had flown over the city and was now destroying it. "Time to save the city, guys," Daisy announced. The Justice Brigade got into their superhero uniforms and flew downtown.
Once they did, the villainess had them and Flamer on monitor so she could watch the fight. When they arrived, they saw the spaceship in the sky. Sungirl blasted the ship with a Sun Ray and shot it out of the sky. When she did, the vessel turned into a ball and landed softly. Then, the ball turned itself into a ninja. Flamer asked, "Can't you do better than that?"
Iceboy remarked, "You're a shapeshifter." Flamer responded, "Duh. But you can call me 'Flamer.'" Flamer turned himself into a wolverine and jumped on Iceboy. Aquaboy blew both Flamer and Iceboy away from each other. Iceboy landed in a mud puddle, but Flamer turned himself into a cat and landed on his feet, as cats are said to always land on their feet. Then he turned back into himself and kicked Aquaboy away, and Aquaboy got slammed into a painted fence. Sungirl then tried to punch Flamer, but Flamer grabbed her arm and threw her to the ground. Sungirl tripped him, making him fall to the ground. Sungirl got up and announced, "Ok, pal, time for you to…" Before Sungirl could finish, Flamer turned himself into a mouse and ran under Sungirl. Then he changed back to himself and kicked Sungirl in the back, knocking her to the ground. While they were fighting, the villainess who sent Flamer watched it on her TV screen. The villainess said on her headset, "That should be enough, Flamer. Take out the last one and come back home."
Flamer turned into a cat person and saw Heatgirl. Flamer remarked, "Meow." Heatgirl responded, "Kitty wants to play?" Heatgirl shot flames at Flamer, but Flamer jumped, and Heatgirl accidentally set the city on fire. Then Flamer kicked Heatgirl away, and she got slammed against a wall. While the Justice Brigade was out, Flamer turned into an airplane and flew away. Sungirl looked around for Flamer but didn't see him anywhere. Sungirl asked, "Where'd he go?" Heatgirl walked up to Sungirl, covered in dirt and dust, and Iceboy walked up to Sungirl, covered in mud. Then Aquaboy walked up to Sungirl, covered in paint. Iceboy responded, "I don't know, but we have another problem." Aquaboy pointed at the city, and they saw Heatgirl set it on fire. Aquaboy said, "I got it." Aquaboy flew up in the air and over a field of flowers." Then he used his powers to extract the water from the flowers, killing them, and redirect it to the clouds. Then he used his wind powers to move the clouds over the city and make it rain. Then the rain brought the flowers back to life and extinguished the flames in the town. Aquaboy used his communicator to announce, "Rainstorm a success." Sungirl replied, "Good. Now let's go back home so we can find that guy." The villainess turned off her TV and was impressed. The villainess remarked, "So, they want a rematch. Well, two can play this game."
The Justice Brigade was patrolling the city in search of Flamer, but couldn't find him anywhere the next day. Then Heatgirl flew high into the sky to see the whole town and used her Heat-Sensing Vision to locate Flamer, but she didn't see him. Then she got blasted away with a green beam. While falling, Sungirl flew down, grabbed Heatgirl's leg, and saved her. Sungirl flew her back up to their team, and they examined the source of that beam. When they did, they saw a woman with a wand standing on a roof, facing the man they had fought the day before. Sungirl asked, "And you are?" The woman replied, "The name is 'Muffy.' And this is my sidekick, 'Flamer.' Ready to die?" Sungirl replied, "We'll see about that." Muffy ordered, "Flamer, sick 'em."
Flamer flew towards the Justice Brigade as a vulture and grabbed Iceboy. Sungirl said, "Heatgirl, come with me, and we'll handle Muffy. Aquaboy, you save Iceboy, and then you guys take out Flamer." Sungirl flew up to Muffy, but Muffy jumped off the roof and bounced off a flagpole. Then she kicked Sungirl's back, and Sungirl landed on her face on the top of a building. Heatgirl declared, "Enough is enough." Heatgirl pointed up one of her fingers, made a Lava Lasso, spun it, and lassoed Muffy. Heatgirl pulled Muffy towards her and punched her.
Meanwhile, Aquaboy kicked Flamer away, grabbed Iceboy, and flew him down. When they reached the ground, they saw that Flamer had hit an office building. Then he jumped out the window, turned himself into a jet, and flew down to Iceboy and Aquaboy. Then he shot his lasers at them, but Iceboy blew out his Ice Breath and made a mirror. When the lasers hit the mirror, they were launched back at Flamer, knocking him out of the sky. Then he turned back to himself, and Aquaboy grabbed his shirt, saving him. When they caught Flamer, they handcuffed him and threw him in a police car.
Iceboy and Aquaboy smiled and looked smart at Muffy. Muffy was surprised that they had defeated Flamer, so she got mad. Muffy remarked, "You're both finished." Muffy tried to blast Iceboy and Aquaboy with her wand, but Sungirl flew behind her. Sungirl said, "And your wand is too." Sungirl grabbed Muffy's wand, but Muffy wouldn't let go. Sungirl said, "Give me that scepter now." The scepter glowed as Muffy declared, "No, it's mine." Muffy then shot a beam at Sungirl and blasted her away. She then shot another beam at Sungirl, holding her in place. The rest of The Justice Brigade showed up, and Muffy looked at them. Muffy ordered, "Not another step or movement in this case, since you're floating. Try to take me out, and you'll waste your friend as well. You want her to live; surrender is your only option."
Even though Muffy trapped her, Sungirl lifted her index finger and shot a beam from it, knocking Muffy's staff out of her hand and stopping the spell. Sungirl then slid in the mud and scored the staff before it hit the ground. Sungirl declared, "What's yours is now mine."
Sungirl then blasted the flagpole Muffy was standing on with her staff, causing Muffy to fall to the ground, but Iceboy rescued her. Then Sungirl put Muffy's staff on her knee and broke it in half. Muffy shouted, "NO!" Heatgirl soared to Sungirl. "We did it," she said.
"Yes, we did," Sungirl replied. Then all four flew down, put Muffy in handcuffs, and held her until the cops arrived. Once they did, they grabbed Muffy's arms and carried her to the police car. On their way there, Muffy declared, "Nobody beats Muffy, nobody. You four will pay for this." The cops then put Muffy in their car and drove her and Flamer off to prison. After the police left, the Justice Brigade took off their superhero costumes and put on their regular clothes. After changing, they all went to the park to play and stayed for the rest of the day. Daisy remarked, "That was quite the mission." Jake replied, "Yeah, Muffy and Flamer were evil creeps, but I do give them credit for that fair fight."
