Colby Logan founded the guild 40 years ago. He was only 30 when he was already a big-shot politician with a ton of successful projects under his belt. One of his most successful projects was FERN.
He made a special guild just for ESPERs. The first ten Esper members of the Guild were direct Miles family descendants, including Noah and Nora Miles' parents. A lot of people were talking about how well Colby Logan was doing as a young politician. He came up with this great idea of starting a GUILD, and everyone really praised him for it.
Once FERN was official, LA put out a statement for all ESPER and GUIDE to have a GUILD as their 'homebase'. Some cities in LA, like Carforna, Jose, Napa, Short Beach, Sacra and Sanra, then formed their own guilds. From the six cities in LA, a total of 36 Guilds for Esper and Guide were approved and set up.
