Chen turned around, and just as he expected, Swain, with white hair and a demonic left hand, had arrived.
After eliminating Darkwill as the first possibility, the next target was Swain.
Chen knew he couldn't defeat Swain, who possessed demonic power; he even suspected that Swain had held back during their last encounter.
However, Chen had already thought of a countermeasure, which was also why he killed Darkwill.
Chen picked up Darkwill's head and threw it at Swain's feet:
"Is this enough to be my pledge of allegiance?"

Swain had witnessed the entire upheaval in the Twin Cities, and as the fuse for the Twin Cities War, his analysis concluded that Jinx was a bane.
"I don't have the chance anyway; she was captured by LeBlanc."
Chen's eyes filled with hatred, and he answered through gritted teeth:
"She is in LeBlanc's hands. I will never coexist with the Black Rose!"
Swain was unaware of this, but he did sense the lingering scent of magic on Chen and his companions:
"It's her, no doubt. How much do you know about the Black Rose?"
Chen glanced at the empty palace. He didn't answer directly. After a moment, he said:
"The Black Rose's pawns are spread throughout Noxus. Find a safe place, and I will discuss it with you in detail."
"Alright, you two go back first. Once I've handled things here, I will come find you."
Swain couldn't fully trust Chen, but he had his methods. A Crow landed on Chen's shoulder:
"You had better not deceive me."

The Black Rose organization was in a dark, sunless basement beneath Noxus.
A servant knelt before LeBlanc:
"My Lady, what shall we do with the girl you captured?"
LeBlanc looked at the blue-haired girl before her, then pinched Powder's little cheek:
"We can't act against her for now; she still has value. The Immortal Bastion has been occupied by that damned Swain, and there's nowhere suitable to hold her."
The servant thought carefully before replying:
"Black Rose Academy. It's far from the Immortal Bastion, and our influence there is much greater than Swain's."
LeBlanc continued to rub Powder's little face:
"We have a lot of deployments there. Do as you say, but remember not to harm this girl. To be honest, I quite like this little lunatic."
Jinx glared fiercely at LeBlanc at this moment, but there was nothing she could do.

Overnight, Noxus changed hands instantly!
The Darkwill regime was declared over!
The next day,
Swain announced reforms for Noxus. He stepped onto the podium, and most of the city's residents flocked to hear him.
"My vision for Noxus's future is to achieve strength through unity."
"I will recall the expeditionary legions and end the doomed wars initiated by Darkwill."
"Subsequently, I will establish the Trifarix Council to ensure that the empire's power is not monopolized by one person. I will not wield Noxus's power alone, and Noxus will no longer have a king who monopolizes all authority!"
"Trifarix Council means three people together, each representing a strength—Vision, Might, and Guile. The idea behind this concept is that a single person might lead Noxus to ruin through incompetence, madness, or corruption, but with three, there will always be two to restrain an out-of-control individual."
"Noxus welcomes all who pledge allegiance to the empire—including the Black Rose!"
Chen and his companions watched from below. LeBlanc, disguised as a commoner, also listened to Swain's speech.
Although Chen didn't have much affection for Swain, he still had some admiration. This directly moved Noxus from a feudal monarchy to the next stage: separation of powers!
Separation of powers is a political theory in the West concerning the structure of state power and the allocation of power resources, advocating that three state powers should be held by different organs, each exercising independent power and mutually checking and balancing each other.
It was extremely similar to Swain's Trifarix Council. His move was groundbreaking in Runeterra.
Of course, it couldn't compare to Chen, who had transmigrated. Zaun directly skipped capitalism and moved towards socialism.
But for a native like Swain to make such a change was truly remarkable, and he certainly lived up to his future role as Noxus's Vision.
Katarina strongly agreed with Swain's approach. She also believed that the previous Noxus was diseased, and that this would make Noxus's future even stronger:

Public opinion quickly shifted in favor of Swain.
With joy came sorrow.
The most troubled person was LeBlanc. Originally, the Black Rose was unknown; they concealed themselves, acting only as manipulators behind the scenes, always hidden in obscure places.
But now, Swain had directly pushed them into the open. This was all part of Swain's calculation; he knew very well that if the Black Rose remained hidden, they would continue to conspire against him.
Rather than that, it was better to bring them into the open. Although they had secretly manipulated Noxus for centuries, they were also Noxians and had always fought for Noxus.
Their political stances might differ, but they all fought for Noxus. Swain could even utilize their power.
The Black Rose, hidden for centuries, was thus brought into the open by Swain.
LeBlanc watched Swain from afar:
"A clever scheme. It seems you are the Vision of Noxus. I admit, you are worthy of being my opponent."
Halfway through the speech, Chen returned to the inn alone. The innkeeper suddenly called out to Chen:
"Sir, have you paid for your room today?"
"Paid..."
Before he could finish the word, a chain quietly appeared, directly binding the Crow on Chen's shoulder.
The innkeeper looked at him with a half-smile:
"Just a little illusion. Swain won't discover it."
"LeBlanc?"
Chen slammed his palm on the table:
"You wanted me to go undercover under Swain, and I've successfully infiltrated. Let me see Powder!"
The innkeeper wiped the cup in his hand:
"Hmm, well done. She's quite safe, but you don't seem to be in a position to negotiate with me right now, do you?"
