Chapter 19 - Chapter 19: Milim's Arrival

After Gazel Dwargo left I decided to start with the development of Tempest as a country a little faster. To do that I called a meeting with all the major players in Tempest and tried to get more organized. In the end we managed to get the very basic foundation of Tempest's future government. Of course, not much due to this country still being in its really early stages but we made some progress.

We split up Tempest into separate groups all watched by The Cabinet of Tempest. Everything is rough, in its early stages and by no means finished but this is what we got. This lists the parts of Tempest and who leads them

The Kings of Tempest-

Rimuru and Migeru Tempest

The Cabinet-

Leader- Rigurd

The Cabinet will hold the highest authority after the kings and watch over the ministries.

The Unwilling Typewriter-

A joke job given to Rimuru by Migeru. This throws all paperwork to Rimuru for him to deal with. Rimuru is not happy about this.

The Ministry of Defense-

Leader- Benimaru

Co-Leader- Hakurou

Will hold the highest authority over the military of Tempest during wartime but can be vetoed by either of the kings.

Currently has-

Hobgoblin Army-

Leader- Rigur

Rigur's Green Numbers-

Consists of a few hundred Hobgoblins under the control of Rigur.

Gobta's Goblin Riders-

Consists of about a hundred Hobgoblins riding Star Wolves.

Gobzi's Goblin Guard-

Consists of 12 elite Hobgoblins under the control of Gobzi. Despite its size they rival the Green Numbers and the Goblin Riders in overall power.

Orc Army-

Leader- Geld

Gelds Yellow Numbers

Consisting of a few thousand High Orcs under Geld this will be the second strongest group due to sheer size.

Dragonewt Army

Leader- Gabiru(Doesn't know it yet.)

The Hiryuu-

Will consist of about 100 Dragonewts under Gabiru's command.

Blue Numbers-

With no specific leader, at least for now, this branch will be led for now by Rigur.

Shadow Squad

Leader- Souei

Consists of a small group of nija's led by Souei, for now it'll be really small and just forming.

Ministry of Infrastructure

Leader- Geld

Co-Leader- Gurd

Responsible for the future construction of Tempest, this group is one of the more well developed ministries of Tempest for now. Consists only of a few hundred thousand Orcs for now.

Ministry of Science

Leader- Migeru Tempest

Co-Leaders- Vesta and Kaijin

Responsible for future technological developments, this group is led by Migeru and consists of things like the Elven Workshops and Migeru's Lab.

For now that's all we managed to get set up. It will definitely build up more and more. There were other things we got going. Shion and Shuna are the secretaries of Rimuru and me respectively. Honestly, I feel like I made off like a bandit with Shuna. Souei is now also under my control which I did for two reasons.

One, I need to gather information on the surrounding countries to make sure my plans don't go wrong and two, he's one of the best at spy-like missions. That will be very valuable later. I basically got Souei as a bodyguard in the process which led to Rimuru getting Benimaru. Fair trade off I guess.

One last thing we made clear was that Gabiru is to not know he's the leader of an arm of the basic start of the military in order to avoid it going to his head.

When Vesta learned he was a co-leader of the Ministry of Science he got really confused so I explained that he is likely the second smartest person in all of Tempest currently which makes him incredibly important. To avoid him getting too suspicious though he's under my "strict" watch though. In reality he's pretty much free. I also gave him the idea to research in the Sealed Cave due to its high amounts of Magicules which he gladly accepted.

Outside of that, not much happened that night.

Currently, I'm working on setting Vesta up. As one of the co-leaders of the Ministry of Science he needs a good headquarters to work with.

We work on how his work setup is going to look for a few days before we finally settle.

First, his main headquarters is going to be located in my lab. The reason why is that is where most of the highest quality equipment will be located in the future so by having a workstation at my lab he can get better access to it when he needs. Secondly however, he also has one at the Sealed Cave. Due to its high Magicule concentration it's ideal for research so we also make a room inside the cave for his research.

Now, having two workplaces so far away from each other would be inconvenient and waste precious research time. The way we fix this is pretty simple. Transportation Magic, it is really easily learned by me after he teaches me the basics allowing me to set up two circles, one in my lab and one in the Sealed Cave. This should make Vesta's research all the more east and efficient.

After I learned this new type of magic an idea struck me. If we put them around the two towns, houses around my area are beginning to become more widespread and numerous, basically making a second town, it could make movement around the towns much easier. I talk this over with Rimuru a bit and get the go-ahead. Lookin my through Tempest's layout I locate the best places to put Magic Circles. This leads to the creation of Tempest's Tele-Transportation System. I even put some in the Lizardmen, or more like Dragonewt Territory to help out Abiru as well.

Going back to Vesta, he adapts really well to this new system. Due to him researching the same stuff I am, we end up in a sort of apprentice, teacher type relationship. I know more about Magicules than him thanks to [Genius] and [Great Sage] so now he works with me to further Magicule research. Let's see what we can discover together.

A few weeks later I teleport back to the city soon to be called Rimuru City. By the way, this town during the few weeks I spent in my lab with Vesta somehow also became part of the Twin Capitals. With the expanding town, soon to be called Migeru City, they needed a name. No one knows who started calling it that first but the name stuck so now we have the Twin Capitals.

Back to what's happening now, on my way back to town I sense something incredible powerful in the distance with [Magic Sense]. [Great Sage] immediately activates, saying.

Powerful ball, huh. Looks like Milim finally decided to arrive. Let's go greet her.

Making sure I have all the candy I'll need in my [Stomach] I jump up sprout my Phoenix Wings and fly towards where I want it to land. On my way there I also see Rimuru running off to see what's going on as well. Looks like he sensed it too.

When we land we both look at each other then look up. Rimuru turns into his Slime form to look less threatening to the visitor and asks, "What is that?"

I simply say, "Judging by the speed, power and recklessness I'd say Milim Nava."

Rimuru then turns to me, "Wait, you…"

At that very moment Milim crashes on the ground at Mach 3 leaving a crater on the ground. She hops up like nothing happened, walks up to us and says, "Hello! Pleased to meet you, I'm the Demon Lord Milim Nava! I came here to meet the strongest monsters in the city!"

Thanks to how [Sage's Link] works not even Milim can tell when we are talking with each other. She can get a general idea that we are communicating but she will never be able to hear us. That makes it very useful for situations like this.

"Rimuru, I've got some information on Milim. It's no use hiding your power or pretending to be weak. She can sense your full power no matter what."

Rimuru asks, "How do you know?"

"I have my ways, that's all I'll say."

Due to the intensity of the moment Rimuru just moves past that and his attention on Milim. "Okay then, how do we deal with her?"

"I've got an idea."

Milim looks at us suspiciously during our internal conversation. Just like I thought, she knows we're speaking, just not what we're saying.

Rimuru breaks the awkward air by bouncing closer to her and saying, "Uh, nice to meet you, I'm Rimuru Tempest, one of the leaders of these towns. Uh, what is your…"

He's cut off by Milim poking him causing him to change shape like a water balloon. Looking at her reminds me of my sister from my previous life. Before I realize I'm poking Milim's cheeks causing her to get startled for a bit and look at me in confusion.

Both Rimuru and Milim look at me for a bit. I break the awkward tension by saying, "Ehe, anyways, what brings you here Demon Lord Milim Nava."

"Eh, I just wanted to meet you two."

Just as childish as ever aren't ya I think in my head before I say, "Okay then, if that's what you wanted then, nice to meet you, I am Migeru Tempest, one of the leaders of these towns and Rimuru's twin brother. Is that really why you are here?"

I did this to move the conversation in a direction I needed it to go. This question causes Milim to think more about why she is here. I can see the question, why am I here, basically swirling around her. Eventually she just gives up and ignores it, bringing up something completely unrelated. An innocent smile appears on her face as she asks, "Never mind that. I have an idea! How about you two become Demon Lords?"

Her behavior makes me smile a little which surprises Rimuru. I very rarely smile. Good offer, but not yet.

Shaking off my uncharacteristic behavior Rimuru moves on and asks Milim, "What's so great about being a Demon Lord?"

She responds, saying that she gets to fight with really strong people. Sorry Milim, but that's not a good thing. You're starting to sound like Goku.

Rimuru says that fighting isn't really something he's looking for.

Milim is shocked by this response turning to me, "Eeeh! How about you!?"

I think about the benefits of fighting all the time. There are upsides but the downsides outweigh them a lot. I say, "I can see where you are coming from but I don't want that either."

"Eeh! Then how do you enjoy your lives!?"

Rimuru says, "Is that all you do in your life?"

Trying to deny it she says, "Not really I…"

He continues, "Isn't that boring?"

She responds with a really shocked expression. You would think someone just gave her life changing news. This just makes my smile even more as Rimuru just looks at me.

Recovering from her revelation she grabs Rimuru and shakes him asking, "You're doing something more fun aren't you!?" Before Rimuru can respond she continues, "No fair! No fair! I want to do it too!" As she throws a tantrum I walk over to her and pat her, getting her attention. I say, "I'll let you do fun things if you stop crying and accept two conditions, okay?" She stops and looks at me, "Okay." This causes her to immediately go back to her original self.

She asks, "So what are the conditions?"

Putting up my hand with one finger up I say, "First, add san to our names…"(They're speaking in Japanese) Lifting my second finger I then also say, "…and second, promise not to hurt anyone."

She shakes her head no, "No! The other way around, you should call me Lady Milim!"

I walk up to her and lean down to her eye level, "Then how about we compromise. Let's just go with our normal names. Call us Migeru and Rimuru and we'll call you Milim. Let's be friends."

She thinks about this and grumbles, "Fine…Migeru."

I smile at her, "See, that wasn't so hard."

Rimuru just stares at me after seeing how easily I diffused that situation. As the meeting ends I see the Kijin, Ranga and Ranryo run up to try and protect us. I use [Ranged Barrier] to stop their attack before it even starts and say, "There's no need to fight. It's already over."

After explaining what happened to the Kijin and two Tempest Star Wolves they calm down. Milim looks at Rimuru and I for a little. She doesn't seem to fully trust us yet. She's definitely sensing that I'm partially deceiving her but senses my overly protective aura as well.

I walk over to her and pull out a candy from my [Stomach]. It's a huge candy, maybe two feet long. I made them big because I know Milim's appetite so I wanted to fill her up in one go.

As she grabs it she asks, "What is this?"

"It's a little gift, try it."

She eats it and squeals in childlike delight. "What is this!?"

"It's a candy bar I made. Think of it as a gift, we're friends after all."

She nods her head yes and says, "Yeah! Yeah! We're friends!"

Giving her a goodie bag I made, we walk back to town with the Kijin and Tempest Star Wolves.

"Uh, Migeru, what was that?"

"What was what?"

"Your personality changed a lot back there."

"Oh, that, honestly, I dunno. It's just that she acts a lot like my little sister from my previous life. She was one of the few people I talked to regularly during the last few years of my life. I guess she just activated my brotherly instincts or something. That's also why I knew what to do around her. She still acts like a little girl."

"I see."
