It was clear to Fugaku that Naruto already knew that in order for the latter to get the bells, he had to fight him, and yet he didn't make a move this entire time.
'Is he waiting for others to attack first? 'Fugaku realized after thinking for a few moments but also noticed the lack of activities from Hinata and Satsuki.
'If they don't make a first move, then I will,' Fugaku thought.
Fugaku knows that he needs them to make a move, but the fact that they didn't despite knowing there is a time limit means that he had to make them move himself.
Fugaku needs to analyze every single one of them to see if the three had the qualities that a ninja of the leaf must have.
Yet before he could even make a move, he suddenly felt something get closer to him and launch an attack, which his body moved unconsciously to defend.
Fugaku sees his daughter punching him directly in his chest.
'Fast,' he thought while staring at his daughter.
Satsuki was somewhat disappointed by the fact that her sneak attack didn't do anything to her father, but it also wasn't a surprise considering the latter's capabilities.
Fugaku is a Jonin-level ninja first and foremost, so reacting to her sneak attack wasn't out of the realm of possibility.
She immediately followed by kicking his stomach, which was easily blocked by Fugaku, and he made a pushing motion to intend to off-balance Satsuki, but she was able to quickly find balance before launching a leg sweep towards her father with the same intention of disturbing his balance.
Fugaku saw this and jumped back to dodge.
Satsuki is growing frustrated. Throughout the short exchanges, Fugaku hasn't thrown a single attack at her even though he has had multiple chances to do so.

Fugaku stands with his arms behind his back. The 'fight' he had with his daughter was far too easy for him, and the fact that his daughter dared to use the Interceptor Fist Style despite it being incomplete due to the fact she hadn't awakened her sharingan yet.
This also didn't mention the fact that Fugaku didn't even use the Interceptor Fist Style himself.
Satsuki quickly weaves a series of hand signs in quick succession before shouting, "Fire Style: Fireball Jutsu!"
Satsuki breathes out a fireball the size of a small house flying towards Fugaku at high speed.
Seeing the action his daughter did makes Fugaku slightly raise one of his eyebrows.
'Is she using this technique against me? 'Fugaku thought with a hint of amusement.
Fugaku didn't move, and the fireball seemingly engulfed him, but Satsuki didn't let her guard down and patiently waited for the fire to dissipate.
The moment that the fire completely disappeared, there was nothing left where Fugaku was standing, and just as Satsuki was about to survey her surroundings to see where Fugaku was, she suddenly felt pain in her back, and she was also sent flying for a few meters.

Before Hinata could even make a move, Fugaku launched a powerful kick attack to Hinata's midsection, which sent the latter flying.
Hinata didn't suffer terrible damages from Fugaku's attack despite the force behind it thanks to the fact that Hinata unconsciously enhanced her midsection with chakra before Fugaku's kick hit her.
Satsuki immediately dashes towards Fugaku, intending to distract the latter and buy Hinata enough time to talk with Naruto.
This is the plan they create after talking intensely. Initially it was for Satsuki to buy Hinata enough time to talk with Naruto, but Satsuki was quickly sent flying by Fugaku, which forces Hinata to launch her own attack despite knowing the result.
Just as Hinata successfully stood up and made her way towards Naruto, he suddenly disappeared in Hinata's eyes.

'He's fast and strong too,' Fugaku observes while dodging and blocking the attacks Naruto launches.
As the time passed, Fugaku quickly realized that Naruto slowly pressured him, which even made him wonder about the academy files he read surrounding Naruto.
After their punches connected to each other, they quickly tried to distance themselves while locking their eyes on their opponents.
'He's been hiding his strength this entire time,' Fugaku thought while many possibilities appeared in his mind.
After the short exchanges, it was clear that Naruto wasn't trained by Minato and Kushina, thanks to the fact that Naruto didn't use their Taijutsu styles.
Fugaku also notices the fact that Naruto's movements show that the latter has deep battle experiences compared to his peers, which is something intriguing.
This really made Fugaku wonder how on earth Naruto grew stronger.
Naruto, on the other hand, started to enjoy himself fighting Fugaku after suppressing his strength this entire time. If he didn't control himself, the fight might transform into a life-and-death battle, which was something he wasn't against but knows he can't do at this moment.
'I enjoy myself more than enough. Time to end this test,' Naruto thought to himself.
