This item, which could only be obtained when a city was destroyed, was the only way to build new cities after the Version 4.3 update. However, no one went around destroying cities just to obtain them. This was because building a small city required 50 Hearts of the City, while destroying one yielded only a single Heart. With such a 50-to-1 disparity, no one would undertake such a thankless task.
