Itachi had already thought of a reason, flawless: "The Third Hokage died in battle, Konoha is unprecedentedly weak!"

"Defenses and vigilance will inevitably be chaotic and flawed!"

"This moment is the easiest time to take advantage of the void."

"Capturing the Nine-Tails is one of the organization's primary goals. Now, might be the best opportunity!"
