To say nothing of it, even if Umbridge poses various ways she thinks are photogenic and adorable, it can't make people have any positive perception of her.

In recent weeks, Minister Cornelius Fudge has not for the first time adopted new decrees to improve the Magic School. Not long before, on August 30th, the Twenty-Second Education Order was passed, ensuring that if the current headmaster couldn't provide a candidate for a teaching position, the Ministry would recommend a suitable person.
"Dolores Umbridge was appointed as a teacher at Hogwarts in this way," Weasley said last night, "Dumbledore couldn't find anyone, so the Minister appointed Umbridge, needless to say, she immediately achieved great success—"
Upon hearing that, people around burst out laughing.

These new measures by the Ministry of Magic have received enthusiastic support from Hogwarts student parents.
"Now knowing Dumbledore will receive a fair and objective evaluation, I finally feel more at ease." said 41-year-old Mr. Malfoy at his Wiltshire residence last night. "Many of us who care about our children's interests have been worried for several years about Dumbledore's eccentric decisions. Now knowing the Ministry of Magic is closely monitoring this situation, we feel greatly relieved."
When reading this line, everyone turned with odd looks toward Draco.
Draco blushed, suddenly feeling a bit humiliated.

Hermione's voice sounded again.
"Thirty-nine-year-old Mrs. Zabini also claims that leaving her child under Dumbledore's rule at Hogwarts isn't a good idea. If the Ministry didn't timely straighten things out, she'd have to reevaluate whether this school has the qualification to educate her child."
Originally still mocking Draco, Bruce quickly shut his mouth.
