A few hours after the Mayor landed in Central Kaze.
"Hello, My name is Sarah, I'll be your assistant Mr. Mayor," she claims as she bows her head.
Sarah was a blonde petite female who wore a maid outfit. She was left at the town hall by Taro to keep an eyes on the new Mayor.
"Please, drop the pleasantries, you may call me Lucas and please I'd like to meet with the leader of the Agenda as soon as possible."
Sarah grabs his coat and hangs it before directing the Mayor to go upstairs.
"Please, this way to your office Lucas."
Upon entering his office, Lucas stretches his arms and before he could thank Sarah for her help, the door slammed shut.
Boom-
Lucas jolted at the sudden slam and turned around to open it.
"Pleasure to meet you Mr. Lucas," Taro calls out to him.
"Ah, you must be the famous leader of the Agenda I've heard so much about, the pleasure is all mine," Lucas responded.
Taro then smiles and hops into the office from the window.
"Rest assured, I had someone do a few background checks on you and I think both of us could work together in the future."
Taro then hops back onto the window frame before dropping his smile
"Hey, that doctor you came with has no information anywhere, I stationed Sarah here to keep watch over you and if anything funny happens, I'll be the first to know."
One Month Later…
A news broadcast over a television inside a store-
"The time has finally come for the traitorous Ex-Mayor and his allies to pay for their crime as they'll be trialed in court today, stay tuned."
A man in a hoodie stood nearby watching the broadcast with his fist clenched. "They'll suffer for what they did," he claims before walking away.
Not too far away, Taro entered Zefra's coffee shop along with Mio.
"Alright guys, it's show time," Taro yelled.
Zefra looks over at Taro and takes his off his apron
"Do we really have to do this?" Zefra asked.
"What do you mean?" Taro replied.
"Why can't we leave this up to the police?" Zefra asked with his arms crossed.
"We're going just in case they try to pull anything and escape," Taro said with a smile
Hiram who was in the shop the whole time finally spoke up.
"Hey Zef, before we head out can I get one more cup of coffee," he asked.
Zefra turned to him and sighs, "You already had ten cups, let's go."
After leaving Zefra's coffee shop, Taro's phone rings, it was Chief Newman.
"Get over here, now," he yelled. "A truck carrying a few of the prisoners was attacked, everyone's dead."
It didn't take long for Taro and his group to arrive on the scene and it was a disaster.
The officers in charge of transporting this set of prisoners were pulled off to the side of the road unscathed.
Taro jumped onto the road rushing towards the officers to check if they were alright.
"Not even a scratch, whoever attacked them were only after the prisoners."
The backdoor of the van then busted open and a prisoner ran out.
Terrified, he screams. "Everyone is dead, You, Taro Akuma, this was your doing wasn't it?"
Before he could say another word a cloak figure appeared before him and in an instant before Taro could even react, the prisoner was dead.
"Who are you?" Taro asked.
"Vigilante," the figure replied before disappearing.
Upon hearing the name, Taro froze and gritted his teeth. By the time he could he was ready to say anything else, the assailant disappeared.
Back at the precinct, the remaining prisoners were safely transported there and were being watched by both officers and Agenda members constantly.
Meanwhile, Taro and his generals along with the Mio, Chief Newman, Sarah and Mayor Lucas all sat inside a meeting room to discuss the current situation.
"If people are willing to go to the lengths of murder instead of trial then that must mean these guys have done way worse than I had originally thought," said Lucas.
"Yea, and it's not like we can go ask them who they pissed off because they pissed everybody off," Faux replied.
The room felt silent for a short while before Zefra stood up, "While we're sitting here, whoever that guy was is working on a plan to kill everyone else, so instead of playing with our thumbs, let's set up a perimeter outside so that no one can get in or out."
Taro stood up and assigned everyone to an area leaving only the Mayor and Sarah to watch the cameras and report any suspicious activity.
Mio, on the other hand, went off on her own to research the victims of the previous mayor's scheme hoping to find something about the killer in order to have some kind of understanding with them.
A few hours went by and nothing happened. Eventually people started to let their guards down and before they could realize, people started to slowly disappear from sight.
Down in the cell block where two guards constantly patrolled...
"Hey, how's your sister these days, didn't she turn fifteen a few days ago," a guard spoke.
"Tell her I said Happy Birthday."
Realizing his partner wasn't responding he walked towards him
"Did you fall asleep on patrol," he laughed nervously.
In an instant the enemy had revealed himself, scaring the other guard and knocking him unconscious.
Taro, sensing something was wrong, looked around and realized that most of the officers and guards on watch duty were falling asleep.
He immediately took off and headed down to the cell area where he ran into the cloaked figure with the Ex-Mayor in his hands.
"I don't know why you're doing this, but I can't let you take him away," Taro yelled.
Taro then lunged at his opponent but slipped through his body as if he wasn't there. Shocked by this, he created a ball of light energy and shot it off towards the cloaked man causing an explosion that woke the entire station up.
The lights to the station cell area of the station flickered on and Taro finally saw the face of the man he had been fighting.
Mio, who had been doing research this entire time finally ran down into the cell block and called out a name.
"Stop it now, Niro, this won't bring your sister back."
The man turned around and upon seeing Mio's face he froze before finally speaking.
"You, it can't be you, but how?"
Confused, he stood and stared at Mio which gave Taro an opening to lunge in at him and grab onto him. However, he sunk into the ground taking Taro and the Ex-Mayor with him.
