Excerpt from The National Bonding Law, Article 27: The S-Rank Clause

"Whereas the existence of S-Rank Alphas is deemed a matter of national stability, the following provisions are to be upheld without exception:"

On the Nature of Bonds: Every Omega is genetically paired to one Alpha by fate. While ordinary citizens may reject or substitute their destined partners, no substitution is possible in the case of an S-Rank Alpha. Their matched Omegas are considered irreplaceable.

On Partial Marking: A bond may be left incomplete, resulting in a partial mark. Such unstable bonds cause disorder in pheromone regulation, obsessive attachment, and physical decline in both parties. Partial marking is recognized only as an interim state, not a solution.

On Completion: A bond is not legally or biologically recognized until it has been fully sealed through pheromone transfer and acceptance. Failure to complete a bond within a reasonable time may result in the onset of Bond Rejection Syndrome, leading to irreversible damage or death.

On Enforcement: Refusal by either party to consummate an S-Rank bond is punishable by law. Authorities may intervene to ensure the survival of both Alpha and Omega, for the loss of an S-Rank Alpha or their matched Omegas is considered a threat to public order.

On Multiplicity: In the rare instance of an S-Rank Alpha fated to more than one Omega, the law is clear: the Alpha must claim all bound partners, or risk collapse of the entire bond structure.
