The Naga were intentionally left behind by Gale because they were important clues in finding NZoth.
Compared to NZoth, the Naga, no matter how stubborn, were acceptable.
With the Sea Monster Killer, no matter how many Naga there were, they would only be slaughtered.
Elisande and Azshara were different; in the game, Azshara had reasons for redemption, but Elisande's actions were entirely due to her hatred for Gale.
Hatred consumed her heart, making her determined to oppose Gale.
This was a common tactic of the Old Gods; they always sought to break their enemies from within.
CThun was like this, corrupting a large number of Tolvir; Yogg-Saron was also like this, corrupting Loken; NZoth not only corrupted Neltharion but also created the Naga.
But history tells us that the Old Gods are destined to fail.
How can one succeed if they always rely on the strength of others?
Gale wasn't too concerned with other trivial matters.
What truly determined the longevity of an empire, besides powerful external enemies, was only the gap between rich and poor.
Although the Kaldorei Empire had a population of tens of millions, it could still be considered sparsely populated.
Its vast territory could sustain even a hundred million people.
However, this would significantly reduce the per capita resources, and the quality of life would deteriorate.
Therefore, reforming the distribution mechanism was essential for the empire's long-term stability.
And the first step in reform was to complete the construction of the portals.
Only by maintaining a stronger rule over all its territories could the empire push forward with reforms.
Gale led his regents to the conference room, had them bring up the magic map, and then determined the locations for building the portals.
On the Broken Isles, besides Nordrassil, three more portals needed to be established: Nathalass, Black Rook Hold, and Hovswald.
Northrend had four locations: Darkmoon City, Utgarde Keep, Alpha Fortress, and Stars City (the main city of Borean Tundra, located at Garrosh's Landing in the game).
Redridge Mountain also had four locations: Vashjir, North Port, South Port, and West Port.
Kalimdor had five locations: Auberdine, Cenarion Thicket, Ereylas, Aredaras, and Lakeside City (Lakeside Keep).
Dalaran Continent had five locations: Dalaran, Dalaran Port, Gale City (Gale Outpost), Whisper Port, and Mountain Sea City (Gilneas).
Redridge Mountains had two locations: Stormwind City and Mountain Fortress (Morgan's Outpost).
These twenty-three portals covered most of the important areas of the Kaldorei Empire.
Gale first led the Mages to Nathalass.
Nathalas Academy had already moved, with some merging into Nordrassil's Academy of Magic and others relocating to Hovswald.
After reconstruction, Nathalass became the main city of Aszuna, a scenic water city.
Gale built the portal on the original site of the Forging Factory.
The portal designed by Gale was not as large as the Dark Portal, but it was still sizable; Smaug and Nodradis could easily pass through.
This portal also lacked the Dark Portal's technology, which allowed the frame to be a single, integrated structure.
The entire portal consisted of twelve Runestones forming a magic circle, placed on the ground.
In front of the magic circle was a frame; when activated, energy projected from the magic circle onto the frame, forming an energy channel similar to a pipe elbow.
This way, personnel transported through would arrive upright.
Gale summoned the Rainbow Bridge, connecting the portal to the Sky City's teleportation platform.
Due to the Sun God Power, the portal, once formed, was the color of fire, so everyone called this type of portal the Sun Gate.
The remaining twenty-two Sun Gates would be built by Mages traveling to various locations.
Gale returned to Nordrassil to begin new arrangements for the reform.
The redistribution of interests would certainly face obstacles, and not small ones.
Therefore, Gale needed to replace the people in charge of these Sun Gate construction sites with his own trusted individuals.
Nordrassil, Hovswald, and Alpha Port did not need to be worried about.
The Lichs did not have many material needs; they basically had no material desires, as long as they had sufficient materials for their magic research.
The governors in other places all had more or less some issues; take Nathalass as an example.
Because of its proximity to Nordrassil and its rich resources, every governor would make a fortune.
The bureaucracy of the Kaldorei Empire still followed the system from over a thousand years ago, already integrated with the noble system.
Coupled with the prevalent theory of bloodline, upward mobility was basically solidified, with only the military offering some room for promotion.
Even so, commoners could only become mid-level military officers; becoming a high-ranking officer was extremely difficult.
Tydasshid was not an incompetent monarch; he even specifically enfeoffed a large number of emerging nobles to balance the empire's internal interest groups.
However, this was merely a temporary solution, not addressing the root cause, and more and more commoners became dissatisfied with the nobles.
It's important to know that the current commoner class numbered ten million, more than ten times that of Azshara's era.
If these people were utilized, they would be a powerful force.
The Old Gods were most adept at manipulating human hearts; if they discovered this, they would certainly exploit it.
At that time, the Kaldorei Empire would fall into great chaos and subsequently disintegrate.
It must be said that Tydasshid's idea of establishing two permanent battlefields in the Alterac Mountains and Ai Er Wen Forest was excellent; it not only diverted some of the empire's internal conflicts but also used the Trolls to deplete the noble population.
Many ambitious commoners also went to the battlefield; those who died were considered eliminated, and those who survived received promotions.
Although many people were not satisfied with a small promotion, Tydasshid had already promoted them according to the rules, and if they wanted to do more, they needed to find other excuses.
Without a pretext for rebellion, these ambitious individuals could not gather too many people, and any rebellion would inevitably be suppressed by the imperial army.
Truly intelligent people would not initiate a rebellion but would wait for others to rebel, thereby gaining military merits.
Thus, the empire's rule became stable.
However, this was by no means a long-term solution, as there would always be some greedy fools among the nobles who would do idiotic things.
The second thing Gale had to do was to reassign these foolish nobles from the rear to the battlefield.
Nordrassil was appointed Prince of Stormwind, with Stormwind City as his fief.
Those foolish nobles were all transferred to Stormwind City, becoming generals who would expand the empire's territory.
Gale allowed them to become pioneering lords, who could build their own castles in the occupied territories.
This way, these castles would become a barrier for Stormwind City, the main target of Troll attacks.
If they did not survive the Troll attacks, it was their bad luck.
If they were lucky enough to gain a foothold, Gale would recognize their rule there.
The most difficult places were the three ducal fiefs of Black Rook Hold, Darkmoon City, and Ereylas.
These were autonomous ducal territories, and without reason, he could not easily strip the three families of their right to rule; he could only notify them, and whether they were willing to reform depended entirely on the will of these three families.
