He could be cold to anyone, but with Pepper Potts, he simply couldn't do it.

Meanwhile, S.H.I.E.L.D. agents continued discussing.
"Fury, I haven't had time to ask recently—what's the status of the HYDRA investigation?" Tony asked.
"It's ongoing. We've uncovered a lot but haven't fully mapped it yet, so we need to hold our position for now," Nick Fury replied.
In truth, the results were shocking.
Starting from clues left by HYDRA scientists from WWII, S.H.I.E.L.D.'s investigation revealed that the infiltration ran extremely deep.
The final results weren't yet clear, and Fury couldn't act prematurely—alerting HYDRA would only make them hide further. So everything had to be done in secret.
Each person underwent a character check. Those confirmed not to be HYDRA were marked; those with potential issues received another mark.
The process was slow, and although incomplete, the findings so far were already alarming.
Fury had initially wanted to avoid alarming them, but by now he dared not act recklessly.
HYDRA's strength was such that even if he mobilized the entire S.H.I.E.L.D. force, the outcome could still be catastrophic.
Especially since many operatives were high-ranking officers. Who would believe him? Chaos would surely ensue.
So any action had to be taken only when fully prepared.
Tony nodded, agreeing with Fury. It wasn't the time to act rashly. But he asked, "What about the Skrulls? Has your surveillance network been established?"
"We're working on it, but it will take time. Our network was originally set up with the Skrulls' help, and now we need to monitor and control them—it's not simple," Fury explained. "We'll need your help with some of the tasks."
Dealing with the Skrulls was tricky. Fury had to watch for both Skrull and HYDRA betrayals. The past half-year had been exhausting; he barely slept a full day.
Like Tony, Fury was basically a severe paranoia sufferer, and he couldn't ignore potential threats.
He didn't know how much his other timeline self had been diminished, but he couldn't afford to be.
"We still have a lot of work to do," Natasha Romanoff sighed. "Especially with the recent rise in terrorist attacks. Just got word—the UN Headquarters was bombed."
"The UN Headquarters? These terrorists are asking for death," Fury's eyes gleamed with fury.
This attack was a direct provocation against the five permanent UN members. Fury, as the top official, would bear the pressure and responsibility.
After today's journal meeting, he would immediately deploy operations to capture the culprits.
"Look at today's entry… Winter Soldier? And an Avengers Civil War?" Tony asked. "Wait, the Avengers will have a civil war in a few years?"
Everyone's faces changed at this revelation.
Especially Fury, who relied heavily on the Avengers for threats like the Chitauri invasion.
But now… before he even had time to rejoice, he learned the Avengers would face an internal war?
He quickly focused on the key point: HYDRA.
Winter Soldier's existence was clearly linked to HYDRA.
And recent terrorist attacks on the UN headquarters might not have been ordinary terrorists but HYDRA. Fury shuddered at the thought.
"Captain, Lin Feng's journal says the Winter Soldier Bucky has been awakened. You'll be very happy—it even says he's your true love. Do you know him?" Natasha asked, looking at Steve Rogers.

Steve Rogers forced himself to calm down, then said, "Yes, over seventy years ago. Under normal circumstances, Bucky should have died long ago."
Seeing his old friend alive made him ecstatic.
To Steve, Bucky wasn't just a childhood friend—he was someone who understood the loneliness spanning over seventy years.
Few survived from that distant era. The last person Steve had seen from back then was the very elderly Peggy Carter.
Now, seeing his friend alive, even frail or sickly, was wonderful.
Watching his friend disappear during the war had always been a heartache.
Now, living in an unfamiliar era, fumbling with phones and computers, he had a lot of time to overthink—but now he could finally see his friend. It was pure joy.
As Lin Feng teased, just receiving news of an old friend could keep someone happy for a long time.
"Captain, you might want to temper your excitement," Tony said, glancing at Steve. "Lin Feng says the Winter Soldier has been 'awakened.' That means your friend might be under someone's control—perhaps HYDRA—or maybe involved in the recent bombings. Could it have been your friend?"
Tony's question hit straight to the soul.
