[An hour later]
A mere hour after Anissa had the discussion with General Kregg, Emperor Thragg walked into the briefing room and caused the female Viltrumite to stand and greet him, and he waved his hand telling her to be at ease.
"Sire, I've already begun the draft of the regulations. Apologies if I overstepped"
"It's fine"
He waved her off once more and took a seat that was nearest to him. The briefing room was small and was not a room meant for large gatherings but only for small meetings and as such it was a little cramped when you added a relatively big desk in the middle of the room.
"Let's proceed, I'd rather we get this done before our next talk with the Earthlings"
He said, and Anissa gave him a nod. However, she had a curious question. The Emperor was not wearing the same clothes he was wearing when he left, and she assumed he changed clothes, but she had no idea for what reason.
"Before we begin, sire. I have something to report."
She decided to shove aside her curious question and get into the most urgent issue. Once again, Thragg allowed her to speak, and she divulged to him what she and General Kregg had discussed.
"Hmm I see, then I must thank you for your foresight. Both you and Kregg are free to act at your discretion on the matter. Just report to me any relevant information."
He gave his express permission. However, he was not worried about something like usurpation. His little experiment with the sun had confirmed something for him, and now he was certain of his strength and power.
With that matter done, Anissa moved on to the reason both of them were here and began to speak
"To gain some inspiration, I have been looking over the scans of this Earth and sifting through information we have gathered on this planet earth and I have discovered some commonly frowned upon ideologies and actions, I believe looking through those will help us formulate sufficient regulations and guidelines for us to live by amongst the humans"
She explained, in the few weeks they have been observing planet earth, they had managed to gain some information about the world and how it functions and if Anissa were to give her opinion, she'd say she was less than impressed.
In this vast galaxy and Universe there was still a planet that fought over land rights and skin colour, a planet that is not united can easily be taken over, in fact in her early years as Viltrumite warrior she had managed to completely take over a planet by simply letting its people wage war against themselves before she swooped in took over once they've expanded their resources.
If she was tasked with taking over this planet, a similar tactic would work.
"That's seems reasonable, although I don't think it's necessary to look at commonly frowned upon actions and ideologies to do that"
"Please elaborate sire"
"What I mean is that we simply need to look at what they value, and we'll naturally understand what they consider corrupt or criminal"
Although to him, he did not need to do any of that as he was already aware of the many things that earth valued and considered to be criminal and morally corrupt
"For the most part, I don't plan for these regulations to be extensive or exhaustive, what I need most of us to understand is that these Earthlings are fragile and thus when interacting with them it's important to be careful not to accidentally harm them, not only that they also have nothing capable of harming us."
Essentially, it was like a pride of lions choosing to live amongst sheep. The sheep will naturally be apprehensive, and the lions will need to be extremely careful around the sheep.
"Please Elaborate sire, I don't believe I understand what you're trying to say"
She did not want to make assumptions, so she decided to let him clarify.
"I'm not saying we should cage ourselves so we don't harm the humans, but rather, we need to appear non-threatening and become a benefit to them."
"Ah I see, similar to the standard strategy we use when taking over a planet"
"Except this time, we are not trying to take over."
Thragg added to her words. When taking over a planet, there was a set of rules or rather suggestions that Viltrumite had to operate within.
The first is to identify the problems of the planet, be it poverty or war. Then descend to the planet and learn more about these problems and people living on the planet, but also get in-depth information about their critical infrastructure and military might.
Once those two steps are complete, you are required to negotiate the benefits the planet can receive should they choose to become part of the empire and should they refuse only then is a violent take over necessary.
"Display the footage we saw when we did our initial scans off the planet"
He ordered and Anissa quickly tapped on to the silver high tech bracelet on her left wrist, the bracelet functioned as all purpose communication device, video and audio recorder, capable of sending and receiving video, audio and text files. It was essentially just a phone.
The holographic screen displayed a holographic screen that shows a bunch of enhanced individuals battling what looked to be a giant monster.
The creature had a plethora of tentacles on its head, and its body was gigantic, dwarfing most tall buildings near its location
Thragg was able to recognize the guardians of the globe easily. There were only four of them, omni-man didn't exist, and that batman Wannabe probably hadn't joined yet.
"With this footage, it's easy to see what, these Earthlings value"
He said and Anissa gave him an understanding nod.The footage showed that the Earthlings valued safety, security and heroism that meant the Viltrumites only needed to ensure that the humans perceived them not as something that is a threat to that.
"I understand your reasoning, Sire. What do you propose should be the regulations"
She asked.
"Like I said, I don't plan to have these regulations be extensive or exhaustive. They just need to be some general rules to keep in mind whenever interacting with the Earthlings…"
He paused as he thought for a second before continuing.
"The first rule 'Do not be a danger to an innocent human' of course innocent here means a human who has made no attempts to harm you in any way. With this rule, we ensure that they can perceive us as safe."
He informed her, and Anissa quickly began to record what the Emperor was saying using the comms device on her wrist.
