Leaving a few officers to evacuate the hostages, Natsui, Erika, and Looker, along with the remaining forces, continued toward the top of the tower. After losing the main building, the remaining grunts had all retreated to the spire, fighting like a cornered animal.
Natsui still couldn't understand the point of this operation. This high-profile attack was like setting themselves on fire. It would surely cause public panic and backlash, which would do Team Rocket far more harm than good. Was it all just for that broadcast? But what then?
He couldn't figure it out. He could only guess that there was a major problem within Team Rocket. Perhaps the executives had lost contact with Giovanni for some reason. Or, to be bold, maybe Giovanni had intentionally abandoned them to achieve some other strategic goal. And these abandoned members, feeling lost, could only resort to this desperate plan to band together and try to find him.
Lost in thought, they had already made their way back to the connection point between the building and the tower. A long, spiral staircase led to the top. There were two elevators, but Team Rocket had locked them down. The only way up was to climb.
Team Rocket's resistance here was incredibly fierce. A constant barrage of attacks rained down the narrow staircase, so dense that it was impossible to advance. The continuous attacks even caused the entire tower to shake slightly, with pieces of the wall starting to crumble. Even with Natsui's Pokémon, no one could withstand such an assault.
He had no choice but to use the same trick again. He had Gengar phase through the walls and launch a surprise attack from behind. As Team Rocket fell into chaos, the officers' Pokémon surged forward, and they finally managed to take the staircase.
Now, Team Rocket had nowhere left to hide. They retreated further and further, all the way to the very top of the TV tower.
Following the officers to the observation deck, Natsui immediately spotted three executives in the crowd—Archer, Ariana, and Proton. He couldn't believe it. After not seeing them for so long, all three had gathered here. Their faces were grim; their current situation had clearly stripped them of their usual composure.
The two sides stood about ten meters apart. The Team Rocket members glared at them, their expressions tense. The final battle was about to begin.
Looker stepped forward. "Team Rocket!" he asked in a deep voice. "What is your purpose for attacking this place? And where is Giovanni?"
"We'd like to know where he is too," Archer sneered. "As for our purpose? Didn't we make it clear? We want the world to see us, to know of our great deeds! And to let you know that Team Rocket has not been cornered yet!"
The truth was, the constant destruction of their bases and capture of their members had put Team Rocket under immense pressure.
"You're insane," Looker said, shaking his head. His face turned serious. "You're surrounded. It's time to put down your weapons and surrender."
Ignoring Looker, Archer turned his gaze to Natsui.
"I didn't expect to see you here. You're like a persistent ghost. If it weren't for you, Petrel wouldn't have been captured, we wouldn't have suffered such great losses, and our grand plans wouldn't have faced so many setbacks!"
Natsui's face remained blank. He had no intention of speaking. He had decided to just be the muscle for this operation. His ideals were completely different from Team Rocket's; there was no point in wasting words.
Seeing this, Looker knew Natsui didn't want to be in the spotlight and didn't press the matter. He simply gave the order for the final assault.
The two sides' Pokémon crashed into each other, and the battle instantly became white-hot. The police officers mostly used Arcanine, while Team Rocket had a much wider variety of Pokémon: Golbat, Weezing, Arbok, and Salazzle, attacking from both the air and the ground.
Dozens of Pokémon fought fiercely in the small space. Even with three executives on their side, the police had Natsui and Erika. In terms of top-tier power, it was an even match. However, the skill of the regular grunts and their Pokémon couldn't compare to the police officers.
As more and more Team Rocket Pokémon fell, Archer looked around and saw the situation was turning against them. He exchanged a look with Ariana and Proton. They knew their objective had been achieved. It was time to retreat.
Just as Natsui had guessed, there had been a huge upheaval within Team Rocket. Over half a month ago, Giovanni had suddenly disappeared with the organization's elite forces. No one knew where he went. The members who were left behind were like bait, abandoned for the International Police and Natsui to pick off one by one. This strategy had worked; in a few months, almost all of Team Rocket's bases and facilities had been wiped out. But this had also made the International Police relax, thinking Team Rocket was no longer a threat. If it weren't for today's attack, Looker would have probably been on his way to another region to deal with other organizations.
But as the abandoned ones, they wouldn't just give up. Their goal today was to use the TV station to let other scattered members know they were still here, hoping to gather everyone together and fight their way out of this desperate situation.
Back in the battle, the three executives wanted to retreat, but Natsui wasn't about to let them. From the moment the fight began, his eyes had been locked on them. The instant he saw them move, he ordered his Pokémon to engage them. If he didn't deal with them here today, it would be extremely difficult to find them again. No matter what, he had to take this chance to capture all three of them.
