Chapter 77 - Chapter 77 - Establishing Schools in Ruslav

Third person POV

 When Basilio proposed the idea to Castro, Castro was stunned but liked it as a good idea, considering the numerous local schools being established across the country. After that, Castro asked the leader of Ruslav, "Also, do you know why I became a teacher to the Vamzoms?"

 "Why is that?" Basilio replied back, wondering the reason why Castro chose that.

 And so, Castro explained why. According to him, he and his older sister, named Karin, didn't have the same view on the Vamzoms as their late father, who was prejudiced towards not just the Vamzoms, but also the Hybrid and Partial ones. Ashamed of their father, who later died in an attack by the Forest Vamzoms, they decided to be hospitable to them and had no prejudice against them. Castro also gave up his family tradition of being strong and formidable knights and travelled and moved to Ruslav's forested region, settled in that settlement of banished Full-Blooded Vamzoms and their families, and established a school for them and the other Hybrid Vamzoms in the region, becoming a teacher to them since he knew that most of them were unable to attend human schools.

He teaches the basic subjects of public schools and was compassionate and kind towards them and their families.

 After that detailed backstory, Basilio and his guards now got it, felt bad for him and Karin, and said that it was a good choice for him, and Castro was happy for that.

 After that visitation, Basilio and his entourage went around the country to see if these had at least one school in one barangay. It took 2 hours, and according to their assessment, they were correct, but these localized schools were beyond the capacities of their schools since many students are immigrants and even a few formerly banished Full Blood Vamzoms in the scattered banditos.

 And so, after all that assessment, Basilio and his group went back to Nuevo Tacloban. There, Basilio called a meeting with all the heads of the departments of the country, especially for Artem, who was currently the head of the Department of Education, for the establishment of public-private schools in the country. In that afternoon meeting, Basilio showed his assessment of the current state of the educational institutions in Ruslav and proposed establishing at least 1 to 2 schools, depending on the population of a barangay and appointing the locals as their teachers, both full-time and part-time. As for tuition, it would either be free or have options for paying for it. Even so, the tuition would be lower than that at the Alfonso Memorial Academy, which was officially renamed as the Nuevo Tacloban Academy by Basilio this morning. As for the funding for these schools, the locals would provide the bulk of it, everything from textbooks to furniture. The working hours for the teachers will be flexible and reasonable, plus a lot of days off and one hour of lunch per workday.

 Hearing that, everyone in the meeting was stunned by his assessment and agreed to his proposal with considerations like the cost of labour and materials. Basilio then responded, "We can hire the locals of their respective communities to do the building and gather materials from their areas, if we obtain permission from them. Also, we can give money and essentials to them as payment."

They agreed, thinking that would be good with the commodities being a co-official method of payment alongside the Ruslav Pesos.

Their plan will be executed by tomorrow morning, and they all ended their meeting and went back to their work after that for the rest of the afternoon.
