However, in reality, Herbert Hoover, the leader of the Prohibition 'Dry Faction', is quite flexible on the matter of Prohibition.
As early as during World War I, when Herbert Hoover served as the Director of the U.S. Food Administration, he publicly stated that beer with an alcohol content of 2.75% did not count as a beverage. During this period, Herbert Hoover also publicly opposed the temporary Prohibition measures by the U.S. Government.
