"Who is it? Oh, it's Fleet Admiral Sengoku. What can I do for you, old man?" After spending a few days with Ada and the others, Daniel Davis picked up the Den Den Mushi and started making calls. However, he didn't immediately call Dragon. Instead, he called Fleet Admiral Sengoku of the Marines.
Sengoku had contacted him several times before, but Daniel Davis had ignored him. Although he had left a shadow clone in the One Piece world, it was mainly stationed at his base in Rainbase, Alabasta, to keep up appearances for the World Government's spies and the Marines.
"What exactly are you trying to do?" Sengoku's stern voice came through the Den Den Mushi.
"What am I trying to do? Fleet Admiral Sengoku, I don't understand what you mean. I've always been law-abiding." Faced with Sengoku's questioning, Daniel Davis felt a bit exasperated. Despite the current state of the seas, Sengoku was still obsessed with maintaining the balance of power.
The more Daniel Davis learned about the One Piece world, the more he realized a problem: anyone who wasn't aligned with the Marines was labeled a pirate. It seemed that in the Marines' eyes, the world was divided into only two factions: the Marines and the pirates. Of course, this was partly because pirates in this world were vastly different from those in other worlds.
Take Mihawk, for example. He didn't seem like a pirate at all, yet the Marines labeled him as one. Among the Seven Warlords, Daniel Davis and Mihawk were the odd ones out, as neither of them had ever plundered or harmed civilians, whether from World Government-affiliated countries or not. In contrast, the other Warlords frequently engaged in pillaging, even targeting citizens of World Government-affiliated nations.
As long as the Warlords didn't target the nobility of these nations, the World Government turned a blind eye. They would never stand up for the common people.
"I'm talking about Esdeath and the others. What are they planning to do in the New World?" Sengoku's voice was filled with suppressed anger. If it were anyone else, Sengoku might have issued warnings or threats. But given Daniel Davis's displayed strength, Sengoku didn't dare. If Daniel Davis were to abandon his Warlord status and head to the New World, he could become another Emperor of the Sea, or even another Rocks.
Currently, Daniel Davis's top-tier combat power was only slightly weaker than the Rocks Pirates. The main difference was the lack of a large number of subordinates. However, this wasn't a limitation, as Daniel Davis could easily gather a group of powerful followers if he wanted to. The New World was filled with strong pirates. Just look at the Whitebeard Pirates, which, in addition to their main crew, had 43 subordinate crews.
Similarly, the Beast Pirates and the Big Mom Pirates also had numerous subordinate crews. The only exception was the Red-Haired Pirates, which had no subordinate crews.
Even so, there were still many independent pirate crews in the New World.
"You mean them? They're just out for a trip, to relax. What, is the Marine so free that they have time to worry about this? Your masters have plenty of troubles lately. If you have time, you should focus on their issues. By the way, I remember that when the Seven Warlords signed the contract with your masters, the World Government, there was no clause about this. Oh, and I've heard that many Marines are complaining about the Seven Warlords, hoping the World Government will abolish the system. After leaving a couple of meaningful snorts, Daniel Davis hung up the phone. He had nothing more to say to Sengoku. Their opposing stances made them enemies. Plus, because of Ohara and Robin, Daniel Davis had to take down Sengoku and Akainu.
Crack.
After Daniel Davis hung up, the receiver in Fleet Admiral Sengoku's office at Marineford shattered in his hand, crushed by his uncontrollable anger.
Once known as the "Sage Admiral," Sengoku had always been able to remain calm in any situation. But Daniel Davis's use of the word "masters" had shattered that calm.
In the past, Sengoku had been highly respected by the Marines. Wherever he went, Marines would look at him with reverence. The same was true for the Marine hero, Garp.
But after Daniel Davis exposed the World Government's dark deeds, framed them for supporting the slave trade, and accused Sengoku of scheming to become Fleet Admiral, those looks of respect had disappeared.
Even though Sengoku knew he was innocent, it didn't matter. He couldn't explain himself, nor could he stop the slave trade on Sabaody Archipelago.
As for Garp, the title of "Marine Hero" still hung over his head, but now it was more of a mockery. After all, the title came from saving the Celestial Dragons.
The truth about capturing Gol D. Roger had also been revealed: Roger had turned himself in because he was terminally ill. The Marines had taken credit for it, and now they were being exposed.
"What should we do now? Send someone to stop them?"
Vice Admiral Tsuru, the Marine's Chief of Staff, let out a barely audible sigh as she watched Sengoku crush the receiver. She could tell from Sengoku's actions that the conversation had gone poorly. Otherwise, the usually calm "Sage Admiral" wouldn't have lost his composure.
After speaking, Tsuru glanced at Admiral Kizaru, who was sitting across from her.
"Don't look at me. They have a Goro Goro no Mi (Rumble-Rumble Fruit) user. Even I can't stop them. To stop them, we'd need all the Admirals to move out." Kizaru shrugged and shook his head in response to Tsuru's gaze.
In other situations, Kizaru wouldn't have cared. With his speed, he could escape even when facing two Emperors. But now, with Ada possessing the Goro Goro no Mi, which granted her speed comparable to his, things were different.
Kizaru's words left the entire office in silence. At this stage, it was impossible for all three Admirals to act together.
"I'll contact the World Government and see what they say." After a long silence, Sengoku finally spoke.
"That's all we can do for now."
Tsuru looked at Sengoku, who had aged significantly in recent times. Although he still had black hair and a black mustache, his face now showed clear signs of aging.
In fact, Sengoku's hair and mustache were already white, similar to his appearance two years later in the original timeline. However, to maintain the image of the Fleet Admiral, he had dyed them black.
"Alright, we've heard about the situation. Just focus on your own tasks for now. You don't need to worry about the rest." The Five Elders' attitude toward Sengoku remained cold.
The World Government's response made Sengoku's expression even darker. Unfortunately, no matter how grim his expression was, it couldn't change the World Government's orders.

It was certain that the next World Government meeting would see the system abolished, as even the World Government couldn't ignore the opinions of so many member nations. Weevil's actions had contributed significantly to this.
Other Warlords, even when targeting member nations, would be careful to hide evidence. But Weevil would attack any ship he encountered without hesitation. His mother, Miss Buckin, was an extremely greedy woman.

Impel Down
"The prisoners in Impel Down, especially those in Level 6: Eternal Hell, are incredibly powerful. It's a waste to keep them locked up. We should find a way to use them. The Revolutionary Army seems to have already made moves in Impel Down."
Blackbeard Teach died too early, so the Summit War never happened, and Luffy never broke into Impel Down. As a result, the prisoners there never had a chance to escape.
The ordinary prisoners were one thing, but people like Douglas Bullet, the "Demon Heir," and Red-Haired Shanks' rival, Red Count, were on par with Admirals in strength. Red Count, in particular, was as strong as an Emperor. Then there were the prisoners Blackbeard had chosen as his crewmates in the original timeline, each of whom was incredibly powerful. If these people were unleashed on Mariejois or Marineford, they would cause significant trouble for the World Government or the Marines.

"Red-Haired Pirates' flag spotted ahead. It looks like they're heading this way."
As Esdeath and the others sailed toward Wano Country, they encountered the Red-Haired Pirates on the open sea.
"Is this a coincidence, or are they coming for us? Change course, avoid them."
With the strength of Daniel Davis's group, they had no reason to fear the Red-Haired Pirates. However, Daniel Davis had a good impression of Shanks and didn't want to fight.
"It seems they're really coming for us. Is he going to ask for a favor?" Seeing the Red-Haired Pirates' ship change course to follow them, Daniel Davis understood Shanks's intentions.
Shanks, like Sengoku, was a proponent of balance. He wanted to fulfill Roger's final plan to overthrow the World Government and the Celestial Dragons.
Daniel Davis scoffed at this. Even if Roger's plan succeeded in overthrowing the World Government and the Celestial Dragons, not much would change. It would be like the Revolutionary Army in Akame ga Kill!. In the original timeline, the sacrifices of Night Raid only brought temporary peace to the Empire, and even that was superficial.
After all, the original Empire hadn't resolved the issue of the border tribes. Without Esdeath to suppress them, conflict was inevitable. In fact, even in the current Akame ga Kill! world, the Empire was still at war with the tribes.
The Red Line, towering 10,000 meters above the sea, was too far removed from the world below. Without fundamental changes, replacing the World Government would just mean replacing one group of Celestial Dragons with another.
The Five Elders and the Celestial Dragons, living on the Red Line for so long, had made a grave mistake: they were too arrogant. Because of their arrogance, they didn't care about the chaos in the world below. No matter how chaotic the seas became, it wouldn't affect the Red Line.
Placing their hopes on Im, or more accurately, the Ancient Weapon Uranus, was somewhat similar to the situation in Akame ga Kill!, where the Prime Minister relied on Esdeath and the royal family's ultimate weapon.
"They're catching up." Esdeath looked at the approaching Red-Haired Pirates with excitement.
"Don't mind them. Now's not the time to fight. If you want to face Shanks, wait until later. Right now, the focus is on Wano Country. Hidden Mist Technique."
Daniel Davis stopped Esdeath and formed hand seals. In an instant, an unknown mist began to rise from the sea, quickly spreading and enveloping the area.
"Captain, the sea is getting rough. There's a huge wave ahead. Be careful!"
The Red-Haired Pirates quickly noticed the changes in the sea. The mist alone couldn't stop Shanks and his crew, as their Observation Haki was strong. However, the towering waves forced them to stop.
The Hidden Mist Technique was just a cover for Daniel Davis to use Water Release without being noticed.
"It seems he doesn't want to meet me." On the deck of the Red-Haired Pirates' ship, Shanks sighed deeply as he sliced through a massive wave with his sword. He understood Daniel Davis's message. If he continued to pursue, a fight would be inevitable. Since Shanks didn't want a fight, he had no choice but to give up.
"It looks like he's given up." Not sensing anyone following, Daniel Davis knew Shanks had understood his message.
After shaking off the Red-Haired Pirates, Daniel Davis contacted Dragon and learned about the Revolutionary Army's upcoming plan, one that would shock the World Government. Initially, Daniel Davis didn't want to get involved, but when he heard that Dragon and Sabo had decided to target the Goa Kingdom, he decided to join.

Goa Kingdom, Mt. Colubo
"The most beautiful country in the East Blue? How ironic. But are you really sure about attacking this place?" Standing on the peak of Mt. Colubo, Daniel Davis looked down at the Goa Kingdom. To the left was the clean, prosperous High Town, where the nobles lived. To the right was the trash-filled, stinking Gray Terminal. A mocking smile appeared on his face.
