They're evenly distributed over every street, every dwelling of Heaven City—their purpose is very clear, to kill everyone, leaving not a single survivor.
This has gone beyond mere "revenge," showing a noticeable deviation... like a beast venting its anger, biting every animal in the pen without bothering to eat them.
After the fireballs expanded, they didn't explode directly but started to slowly contract back, like a heart... rhythmically gathering the strength needed for the next pulse.
