This wasn't the first time Adam had faced such a task, but usually the wording was different.
It wasn't a murder, but a hunt for a specific monster because its materials were valuable or it posed a threat to the region.
In the past, Adam constantly took on various missions. It was his way of getting stronger, just like for many other Phantoms, but the stronger he became, the less necessary it was.
He no longer needed money or any help from the government. His only goal was to create his Grand Stars, and to do that, he had to fulfill his conditions.
In fact, taking on missions in such a situation would negatively impact him. He would be wasting time on something that couldn't make him stronger, which meant it would be a mistake.
The last time Adam took a mission from the Citadel was when he first went to the Tarnished Lands. He was supposed to kill a monster, and he handled the task.
