Among the existing organisations that made use of those types of tactics, there were some who would get caught for it, but there would be others who would get away with it.
There would even be other groups that would have formed themselves after coming together, but they would all choose not to register as an official organisation, so they would have no ties to the Balancer Association.
They would mainly be freelancers who could continue to do their usual things without having to register with the Balancer Association to seek out additional benefits, but some just wished to stay far under the radar to allow them to do as they pleased.
The monitoring and checks of the Balancer Association could put a lot of pressure on several organisations and families, so not everyone was so happy with themselves having to report in about themselves and to have to answer others like that.
