Ecuador, Guyana, Suriname, and Haiti all came under the Castellan Project through different strategies.
On South America's west coast, Pantheon chose Ecuador over Peru after a preliminary investigation led by Erebus. Though both countries offered similar opportunities, Peru's size posed a significant challenge.
Pantheon lacked the capital required to establish a presence in such a large nation during this phase of the Castellan Project. Ecuador, by contrast, was more manageable.
In typical Pantheon fashion, Horus led the entry under the guise of assisting with national security. A swift offensive against the country's major destabilizing forces brought rapid stability, paving the way for Libra to step in and maintain order.
With security stabilized, Atlas and Midas entered the scene to begin influencing the economy and government.
