Chapter 30 - Chapter 28: The Master Plan, and Uninvited Guests

Following Jin's dismissal, the general assembly quietly dispersed.

The Radicals were accustomed to this protocol. The Moderates and Neutrals offered no objections. They understood the harsh reality of their situation and respected Jin's operational security. General meetings were for establishing unity and ideological alignment; closed-door meetings were for military strategy. In a war of espionage against the Hokage, the fewer people who knew the tactical specifics, the better.

Ten minutes later, the courtyard was entirely emptied of the rank-and-file.

Outside, a perimeter was secured by a dozen elite Jonin, each possessing a fully matured Three-Tomoe Sharingan—the highest standard state of their ocular bloodline limit, granting them enhanced kinetic tracking and genjutsu resistance. They ensured not even a bird could approach the building unnoticed.

Inside the main hall, Jin invited the high-ranking Elders to take their seats. He personally poured tea for each of them. Without waiting for pleasantries, he took his place at the head of the table.

"Elders," Jin began, his voice commanding and precise. "We have veterans of the Radical faction here, and we have new allies. Your presence at this table signifies your trust in my leadership. Therefore, I will not waste your time with empty politics. We will follow my standard protocol: I will lay out the objectives for our next phase of operations, and I will answer questions afterward."

Setsuna and the Radical veterans nodded, familiar with this efficient structure. Great Elder Amano and Elder Yashiro, though new to this dynamic, readily agreed. It was a stark, refreshing contrast to Clan Head Fugaku's endless, indecisive council meetings.

"We have two primary objectives for the immediate future," Jin stated, holding up two fingers.

"Objective One: Weaponize the Police Force to paralyze the village's administration. We will uphold the Hokage's precious 'Will of Fire' to an absurd, literal fault. I want Chunin—our mid-level officers—acting as squad captains, supplemented entirely by junior Genin. Their sole duty is to investigate every trivial civilian dispute, no matter how small, and generate mountains of paperwork. We will tie up the village's legal and administrative resources so thoroughly that the Hokage's faction will be too busy managing civilian complaints to focus on us."

Jin lowered one finger. "Objective Two: We must forge alliances with the other ninja clans. However, due to the administration's decades of propaganda, our reputation is too toxic for direct diplomacy. The other clans do not trust us. Therefore, we will not ask for an alliance. We will force the Hokage's faction to drive them into our arms."

The Elders leaned forward, captivated by the cold pragmatism.

"How do we achieve that?" Elder Amano asked.

"By exploiting the very laws Tobirama Senju wrote to trap us," Jin replied, a dangerous glint in his eye. "While the Hokage's Anbu has usurped many of our duties, the foundational charter of the Police Force still grants us the legal authority to apprehend foreign spies. We will use this."

Jin outlined the tactical strike. "We will capture a low-level spy from another village, place them under a Sharingan genjutsu, and command them to sprint directly toward the hidden headquarters of Danzo's Root division. Under the legal pretense of 'pursuing a foreign threat,' I will mobilize our strongest combatants and raid the Root base."

Elder Yashiro frowned, analyzing the risk. "Root is heavily fortified. Danzo's elites will butcher us if we assault them directly."

"They would, if they were there," Jin countered smoothly. "But Danzo is paranoid. He holds my parents hostage. The moment we breach his perimeter, he will assume my true objective is a rescue operation. He will immediately redeploy his elite Jonin to secure my parents and transfer them to a secondary location. By doing so, he will leave the rest of his headquarters severely under-defended."

Jin's eyes hardened, delivering the killing stroke of his plan. "We are not there to rescue my parents. We are there to inflict maximum damage. The strike team will have two targets: First, confiscate their classified mission scrolls and illegal research data. Second, slaughter every active Root operative you encounter. I want Danzo's forces decimated."

The room was deathly quiet as the sheer scale of the manipulation set in.

"Once Danzo loses his black-ops forces, he will be desperate to replenish his ranks," Jin concluded. "He will not recruit weaklings. He will abuse his political authority to extort the other ninja clans, demanding they hand over their most talented children to serve as his mindless Root assassins. The more Root operatives we kill, the harder Danzo will squeeze the other clans. When their heirs are threatened, their neutrality will vanish. They will seek an alliance with the only force strong enough to oppose Danzo: the Uchiha."

'Hiss!'

A collective intake of breath echoed through the room.

The Elders were paralyzed by the sheer brilliance of the strategy. This was not the mindless, suicidal rebellion the Radicals had previously advocated. This was a surgical, perfectly legal counter-attack that weaponized the enemy's own paranoia against them, all while setting the stage for a broader political coalition.

"I support this completely," Elder Amano declared, his voice trembling with a mix of awe and adrenaline.

"You have my full backing," Elder Yashiro agreed immediately. He finally understood the vast chasm between Fugaku's passive cowardice and Jin's lethal intellect.

Setsuna let out a long, shuddering sigh of deep satisfaction. "Uncanny," the old veteran murmured. "Jin, your strategic mind... it is exactly like the stories of Uchiha Izuna. The only man in our clan's history whose intellect could rival Tobirama Senju."

The other Elders nodded in solemn agreement. None of them were old enough to have personally known Izuna—Madara Uchiha's younger brother—but his legendary reputation as a tactical genius was a pillar of clan history. Looking at Jin, they finally felt they had a leader worthy of that legacy.

The tense atmosphere in the room slowly gave way to a relaxed, confident camaraderie. The path forward was clear.

A moment later, the sliding door rattled. Uchiha Inabi, one of the perimeter guards, stepped into the entryway.

"Elders," Inabi reported, bowing respectfully. "Clan Head Fugaku and Uchiha Shisui have arrived at the compound. They are demanding to see Elder Jin."

The Elders frowned, their good mood souring instantly.

Jin's expression remained perfectly neutral. He had anticipated this. With the massive shift in clan dynamics today, Fugaku was bound to react.

"Let them in," Jin instructed calmly.

"Understood." Inabi bowed and retreated.

Two minutes later, heavy footsteps approached the hall. Fugaku Uchiha, his face drawn tight with stress and suppressed anger, stepped into the room, followed closely by the young prodigy, Shisui.

Fugaku's eyes immediately swept the room. When his gaze landed on Elder Amano and Elder Yashiro sitting comfortably beside Jin, sipping tea, Fugaku's expression darkened considerably.

He was not a fool. The heavy perimeter security outside, combined with the presence of his two most loyal Moderate Elders at Jin's strategy table, communicated a brutal reality. The political shift was not just a rumor. Fugaku had been entirely overthrown.
