Chapter 29 - Chapter 27: Absolute Consolidation, and the Strategy of Malicious Compliance

Jin concluded his meticulous dissection of Hiruzen Sarutobi's rise to power. He had broken down fifty years of political purges into inescapable logic.

'I need them completely radicalized,' Jin analyzed internally. 'My potential enemies—Hiruzen's administration, Danzo, Fugaku, Shisui, and soon, Itachi—are overwhelmingly powerful. My Mangekyo Sharingan imposes severe physical backlash and cannot sustain a solo rebellion against the entire village. This clan is my only foundation. They must understand that coexistence with the current regime is a fatal illusion.'

The impact of his lecture was immediate.

The Moderates and Neutrals, who had spent years swallowing their pride to advocate for peace, looked physically ill. The illusion of a benevolent Konoha was shattered.

"It's terrifying... but it makes perfect sense," a Moderate commander whispered, his voice trembling. "One dead prodigy is a tragedy. A dozen dead political rivals is a systematic purge. We were absolute fools to think we could negotiate with them."

Elder Yashiro stepped forward, exhaling a long, heavy breath. "Jin, you have completely opened our eyes. From this day forward, I abandon all moderate ideologies. You have my unconditional support."

The other commanders murmured their agreement, the last remnants of their hesitation evaporating. Elder Setsuna smiled, immensely vindicated in his choice to hand over the Radical Faction to Jin.

However, Setsuna's tactical mind quickly caught a discrepancy. "Jin, I have a question," Setsuna interjected, his brow furrowed. "You just proved that the Military Police Force is a political trap designed by Tobirama Senju to isolate us. If we all agree it is a cage, why did you agree to resume our policing duties in exchange for the ancestral land? That contradicts your own logic."

The courtyard erupted in murmurs of agreement. Having realized the nature of the trap, the commanders wanted to throw the Police Force back in the Hokage's face.

Jin raised a hand, instantly silencing the crowd.

"Patience. I accepted the deal because the Police Force is only a trap if we play by their rules," Jin explained calmly. "Previously, our clan was divided. We had no unified strategy, which made us easy to manipulate. But now that you answer to me, the Police Force is no longer a cage. It is a weapon."

Jin paused, making sure he had their absolute attention. "The strategy is simple: Malicious Compliance."

He swept his cold gaze over the commanders. "The Uchiha have always been too literal and too proud. We arrest criminals quickly, enforce the law brutally, and absorb all the public resentment while the Hokage reaps the peace. That ends today."

Jin laid out his new operational directive. "From now on, when you patrol the streets or handle civilian disputes, you will be agonizingly slow. If a case takes one day to solve, you will bury it in bureaucratic paperwork and drag it out for fifteen days. If a civilian demands justice, tell them we are understaffed. If the village descends into chaos, that is the Hokage's administrative failure, not ours. If you encounter a complex situation and don't know how to stall, use the Shadow Clone Jutsu—creating a physical copy of yourself—to contact me. I will instruct you personally."

The commanders blinked in surprise, but wicked smiles slowly began to form on their faces. It was a bloodless sabotage.

Elder Amano, however, remained cautious. "Why play these political games, Jin? We have essentially torn off all pretenses. Why not just formally refuse the policing duties, declare our grievances, and openly break away from the administration?"

Jin sighed softly, shaking his head at the older man's lack of macro-political vision.

"Because we lack the military strength to survive the aftermath," Jin stated firmly. "We must wage a shadow war—we will struggle relentlessly, but we must never officially break the system."

Jin outlined the grim reality of a direct confrontation. "If we openly rebel, we commit treason. That gives Hiruzen the legal authority to command every other ninja clan in Konoha to exterminate us. Even if we miraculously win that civil war, our forces would be decimated, and the other Great Nations—like the Lightning or Earth villages—would invade Konoha immediately."

"This is exactly what the Hokage wants," Jin emphasized. "He is constantly squeezing our living space, hoping we lose our temper and strike first. If we strike first, we are the villains. He can legally rally the village to butcher us. We must never give him that justification."

Jin pointed a finger at the crowd, his Sharingan flashing briefly. "You must fundamentally change how you view Konoha. Konoha is not a monolith. Our enemy is 'not' the village as a whole. Our enemy is the administration: Hiruzen, Danzo, the Anbu black-ops, and the Root division."

He provided concrete evidence to break their tunnel vision. "The civilian populace and the other ninja clans are merely neutral variables. They side with whoever holds the power. Look at the Ino-Shika-Cho alliance—the Yamanaka, Nara, and Akimichi clans. They strongly supported the Fourth Hokage. When the Fourth died and Hiruzen reclaimed power, what happened? They were immediately purged from their key military positions. They lost the Jonin Commander seat, the Intelligence Division head, and the Anbu Deputy Commander post."

The elders' eyes widened. They had been so focused on their own suffering that they hadn't noticed the political shifting around them.

"Do you really think the other clans harbor no resentment toward Hiruzen?" Jin asked rhetorically. "They are submitting now because Hiruzen's faction is dominant, and they know the Uchiha are too arrogant to form alliances. They are merely waiting for the right opportunity. Therefore, we only target the Hokage's faction. We do not antagonize the other clans."

The courtyard buzzed with a sudden, profound realization. For decades, the Uchiha had viewed the entire village as their enemy. Jin had just narrowed their target down to a single, manageable political faction, completely altering their strategic landscape.

Seeing the paradigm shift take hold, Jin stood up.

"We will conclude the general assembly here," Jin announced. "Everything I have discussed today—Hiruzen's purges, the financial extortion, our malicious compliance strategy—can be freely leaked. In fact, I don't care if the other clans hear about it. Let them realize how the Hokage treats his allies. Let paranoia spread."

Jin's tone then shifted, turning ice-cold and absolute.

"However, the next phase of our discussion involves our long-term strategic layout. It is highly classified. Everyone below the rank of Elder is dismissed."
