Chapter 35 - Chapter 33: The Uchiha Migration, and the Shifting Political Landscape

Early the next morning, a massive procession mobilized at the edge of the village.

Carrying their belongings, families, and heirlooms, the entire Uchiha clan marched out of the desolate, heavily monitored outskirts they had been confined to for years. Their destination was the bustling commercial center of Konoha—the original, ancestral land of the Uchiha.

On the streets, the civilian population watched in horror and confusion.

The trauma of the Nine-Tails Demon Fox attack was still fresh in the village's collective memory. Because the Uchiha's Sharingan was the only known power capable of controlling the massive chakra beast, the clan had been quietly branded as the prime suspects. This suspicion was the administration's justification for exiling them to the village perimeter.

Now, the "traitors" were marching right back into the heart of Konoha.

"What is going on?" a civilian whispered loudly, pulling his child back from the street. "Why are they being allowed back? I don't want to live next to them!"

"Look at the Hokage's notice board," another replied, pointing toward the administrative building. "It says the village conducted a thorough investigation and found 'insufficient evidence' linking the Uchiha to the Nine-Tails incident. Because of their 'good behavior,' their ancestral land is being legally restored."

"The administration must be crazy! Even without the Nine-Tails, the Uchiha are too arrogant. We finally got rid of them, and now they're back?"

While the commoners and low-ranking ninja grumbled about the fabricated official notice, the elite shinobi and clan heirs watching from the shadows possessed a much clearer understanding. The Hokage had not suddenly found his conscience. This public notice was a massive political concession. In the lethal chess match between the Hokage's faction and the Uchiha, the village leadership had been forced to bow their heads.

Among the crowd, a silver-haired Anbu operative observed the migration from the shadows. Kakashi Hatake kept his posture relaxed, but his lone visible eye scanned the Uchiha ranks with intense vigilance, ready to intercept any physical altercations between the clan and the angry villagers.

"Kakashi! You're here to watch the celebration too?"

A booming, energetic voice shattered his concentration. Might Guy, clad in his usual green jumpsuit, gave a blinding thumbs-up. "The Uchiha are finally rejoining the village! To commemorate our comrades returning, we should have a youthful showdown!"

Kakashi stared at the martial arts specialist, an invisible bead of sweat dropping down his masked face.

'A celebration?' Kakashi thought grimly. 'This is not a reconciliation. This is an occupation.'

Having access to top-tier Anbu intelligence, Kakashi knew the truth about Jin Uchiha. The new Radical leader was terrifyingly efficient and possessed zero regard for the Hokage's authority. Placing his clan back in the center of the village was a calculated strategic move to increase their political leverage. There would be no peace; this was merely the deployment phase before the next battle.

"I am an Anbu operative on an active security detail, Guy," Kakashi replied coldly, employing protocol to shut the conversation down. "Do not interfere with my duties."

"Oh, right! Professionalism!" Guy nodded in understanding. "I will wait for your shift to end!"

Kakashi mentally sighed, refocusing on the marching Uchiha.

A block away, on the second floor of a high-end teahouse overlooking the main street, the heads of the Ino-Shika-Cho alliance sat in tense silence.

Inoichi Yamanaka looked out the window at the endless stream of Uchiha, a deep frown etching his face. "These are troubled times," he murmured.

Beside him, Choza Akimichi was stress-eating, rapidly emptying plate after plate of pastries. Shikaku Nara, the chief strategist of the village, merely stared at his cold tea, his mind running through thousands of tactical simulations.

"Choza, stop eating!" Inoichi snapped, his nerves fraying at the constant sound of chewing.

Choza shrugged, swallowing a dumpling. "Food helps me think. What else am I supposed to do?"

"You're impossible," Inoichi sighed, rubbing his temples. He turned to the Nara clan head. "Shikaku, give me your tactical assessment. How do we play this?"

Shikaku remained silent for a moment before placing his teacup down with quiet finality. "This is a power struggle between the Uchiha and the Hokage's administration. It does not involve the Ino-Shika-Cho alliance. We will remain strictly neutral."

Inoichi's eyes widened in surprise. "Neutral? Shikaku, we are the Hokage's most loyal supporters. You've always advocated for backing the administration."

"The tactical variables have changed," Shikaku replied rationally. "Therefore, our stance must adapt."

"Is this Jin Uchiha truly that dangerous?" Inoichi asked, leaning in.

Shikaku nodded, his expression turning deadly serious. The memory of his brief encounter with Jin in the Hokage's office still sent a chill down his spine.

"He is a monster, Inoichi," Shikaku explained. "When the Hokage tried to corner him politically, Jin didn't just escape the trap; he weaponized it. He effortlessly dragged our three clans into the crossfire, isolated the Hokage, and nearly executed Danzo Shimura in front of Hiruzen's desk. And he did it all while remaining entirely within the boundaries of Konoha law."

Shikaku listed the facts on his fingers. "He thinks faster than I do. He instantly identifies his enemy's psychological weaknesses. And most importantly, he possesses the martial strength to back up his arrogance. He forced a stalemate against the Hokage in his own stronghold."

Shikaku leaned back, summarizing the geopolitical shift. "If Fugaku were still in charge, I would back the Hokage without hesitation. Fugaku is indecisive; the administration would slowly bleed him dry. But Jin is in command now. Given how the Hokage and Danzo have alienated half the village with their recent corruption, I am no longer certain the administration will win this war."

The teahouse fell silent. Both Inoichi and Choza absorbed the weight of Shikaku's analysis. If the smartest man in Konoha wasn't betting on the Hokage, the situation was dire.

"If the Uchiha win this civil war," Choza asked, pushing his empty plates aside, his demeanor shifting to a serious clan head, "will Jin purge us? We have historically supported the Hokage. We are natural political targets."

Inoichi nodded in agreement, his anxiety peaking. "That is my primary concern."

Shikaku's eyes glinted with sharp analytical light. "I do not believe so."

"Why?"

"Look at Jin's target selection," Shikaku pointed out, mapping the conflict. "Since taking power, he has engaged in hyper-aggressive actions, but they are surgically precise. He has only targeted the Sarutobi, Shimura, Utatane, and Mitokado clans, along with their Anbu and Root extensions. He has not laid a single finger on the civilian ninja, the Hyuga, the Aburame, or us."

Shikaku tapped the table for emphasis. "Jin is entirely rational. He is not a madman out for mindless revenge. He wants political dominance. He knows that if he targets neutral clans, he will force the entire village to unite against him. By isolating his attacks to the Hokage's inner circle, he is ensuring the rest of us have no reason to intervene."

Shikaku looked out the window at the Uchiha banners waving in the wind. "The battlefield is too volatile, and the administration has lost its absolute authority. For the survival of our clans, we will sit on the mountain and watch the tigers fight."

Inoichi and Choza exchanged a long look before nodding in unison. Shikaku's logic was flawless. They would wait.
