As long as it's not ordering the army controlled by Angel to fight, the troops can still be mobilized. And to be fair, Angel has controlled his army quite well; so far, there haven't been any large-scale mutinies or surrenders.
To ensure the 15th Artillery Battalion can smoothly surrender to the Government Forces, we first need the neighboring troops to make way for them.
Due to the civil war, the hatred between Eastern Ukrainians and Western Ukrainian People is severe. Now it's an internal conflict among the militia; no matter who surrenders, it's easy to accept. But if the militia, dominated by Eastern Ukrainians, discovers the 15th Artillery Battalion's intention to surrender to the Government Forces, they might attack the 15th Artillery Battalion.
