Rigel wasn't concerned with whether Kreacher understood his 'longing' or not, instead, he went to the door, picked up his coat and hat, put them on, and said. "Kreacher, I'm going out for a while."
Kreacher came to his senses, realizing that Rigel wanted to leave for the Muggle world, if he wanted to go to Diagon Alley, he would have gone by Fireplace or asked him to take him there.
Kreacher hesitated for a moment and asked. "Do I need to follow you invisibly, Master Rigel?"
"No, just take care of the house. If I need anything, I'll call you." Rigel said, before leaving immediately.
Kreacher didn't know what Rigel's interest in Muggles was, but he wouldn't stop him. Although technically Kreacher was responsible for taking care of Rigel, in the end, he was still a house-elf and had to obey his orders.
Honestly, Rigel didn't know what drugs the ministry had been on to leave a child alone with a being as powerful as a house-elf who basically followed his every order.
