Address the assembled Jedi about what happens to those who resist your rule

You let the silence extend after the four transformed Force gods declare their new identities. Then you address the assembled Jedi directly.

"Those who cannot accept my rule may leave," you state clearly. "I'll provide transport to whichever planet you choose, plus funds to establish new lives. However, Lufas will strip the Force from you before you depart."

Kit Fisto's head-tails twitch. "Without the Force, we're—"

"Normal people," you finish. "Perfectly capable of living meaningful lives. The choice is yours."

Master Plo Koon steps forward. "And what comes next for those who remain?"

"The Hutts," you reply simply. "Those who fight will be killed in combat. Those who surrender will be judged—criminals meeting a certain threshold may be imprisoned, but the rest will be executed."

Aayla Secura's blue features tighten with distress. "Executing prisoners? That's—"

"Practical," you interrupt. "Killing in battle is unavoidable. The crime families must end. As for executions—I'm not cruel enough to starve prisoners."

Confusion ripples through the assembly. You continue before anyone can question further.

"The money spent feeding prisoners needs to be diverted to heal those who suffered from the crime families. Therefore, only light criminals will be imprisoned—those who can be rehabilitated without risking the innocent."

You pause, meeting the eyes of various Jedi around the chamber. "This is the duty of a leader. You must divide your people into three groups."

"The first group—the innocent. Those who haven't committed crimes. A leader's primary duty is protecting them from harm."

"The second group—light criminals. Theft, assault, some cases of murder, survival crimes committed out of desperation. They're redeemable, but only if redeeming them doesn't endanger the first group."

"The third group—monsters who pretend they're people. They cause suffering wherever they go, either for enjoyment or personal gain. The only solution is execution, both to make an example and limit the damage they do."

Your voice hardens. "The crime families fall under the third group. They've trafficked slaves, murdered innocents, profited from suffering for centuries. They get battle or execution."

Mace Windu closes his eyes briefly. "The Jedi Code taught mercy—"

"The Jedi Code failed," you state flatly. "Mercy toward monsters is cruelty toward their victims. You'll learn that under proper Force teaching."

Order rises from her kneeling position, silver hair cascading down her back. "The new doctrine will teach balance—protecting innocents without enabling predators. Justice without stagnation."

The assembled Jedi exchange stunned glances. No one speaks.
