Technically, if one has the right tools and Cursed Tools, they could function as a Sorcerer. But I would never recommend it. Lacking Cursed Energy means having no resistance to curses. In the Heian era, it would be different, but in this age, I've only seen a Special Grade once—two days ago. I've seen plenty of Grade 1s, but Special Grades are almost non-existent.
That doesn't mean we can be complacent, however. If the reason I haven't seen them is that they are all being gathered under the villains' control, then we are in the worst possible situation.
