Looking at the system panel for the exchange shop, Hancock sighed.
There was a major drawback in producing devil fruits. They needed Mutagen. Without that extra-terrestrial substance producing devil fruits was impossible.
So far Hancock made a lot of improvement in the field of creating artificial fruits that could turn any normal human to a meta human. While Hancock had made these Fruits, 'devil fruits', they were much more different from the devil fruits of the one piece world. The artificial devil fruits created by Hancock depended completely upon the mutagen compound in the fruit to change the gene of a person to turn him or her into a mutant. It had positive and negative points. After years of experimentation Hancock had achieved a level of refinement where after eating a fruit a person would not show any physical changes.
So far two types of devil fruits have been developed by Hancock. The first type of devil fruit could grant a normal human being the power to transform into a beast-human hybrid or to a full beast. In a way it was really similar to zoan type devil fruits of the world of one piece. The only difference being, in the full beast mode, it will completely depend on the user if he or she could keep her sanity. Hancock had even created mythical beast-human type devil fruits by mixing the genes of different normal animals. For example there was the unicorn type devil fruit. Then there was Werewolf and Dragon devil fruit.
The second type of devil fruit can grant a normal human different types of superpowers. But there was a strict limit to what these powers could do. For example there was a regeneration type devil fruit that allows the user to regenerate at an astonishing speed. Then there was another fruit that could grant the ability of controlling their age to the person who eats it. Then there were other fruits which could allow its user to emit high decibel sound waves to the point of creating Sonic blasts from their screams. While these types of fruits granting random abilities were not much in number, they indeed have a lot of potential.
But all of these devil fruits have one thing in common. After being eaten by a person it turns the density of their bones so high, that it makes natural swimming practically impossible for them. Although they don't suffer any sort of weakness from getting contact with water, that aspect of the devil fruit was very similar to the devil fruits of the one piece world.
Now coming back to the problem of Mutagen, even after years of research, Hancock couldn't find the base materials required to create mutagen. After trying to recreate the miraculous substance for years, Hancock had found that mutagen is mostly a carbon based compound with 5 unknown elements acting as the base. Even after years of research Hancock had failed to figure out exactly what these 5 elements were. Without these extra terrestrial elements, creating mutagen was impossible. That means creating devil fruits indefinitely was also impossible. She had already exhausted the limit of the exchange shop to buy mutagen. That means, from that point on her only chance of getting the miraculous substance is by posting her exploits and hope that the lucky draw pulls out the liquid.
And Hancock didn't like it.
She had very high hopes for devil fruits. Thinking that they will act as the alternative of the nuclear weapons for Amazon Lily. But with a limited supply, they could only produce a limited number of devil fruits. Although it was possible to extract the five elements from the body of a devil fruit user, and re-create Mutagen, doing so practically turned the meta human back into a normal human. Not to mention the process was extremely risky. Risky enough that Hancock only did that with deceased devil fruit users.
The number of meta human citizens in Amazon Lily was slowly rising. While Hancock never thought that the ratio between human and meta human citizens would ever reach 1:1, or the meta human population would ever exceed the human population, she needed for people to stay united. That's why she was planning to promote meta-humans as a product of scientifically induced evolution. She didn't want the people of our country to turn racist like Americans. Magneto and X could fight between each other all they want. As long as their fight did not reach her Amazon Lilly, Hancock couldn't care less.
Hancock looked at the toddler playing with the dog. Her second child was a boy. And unlike Sandersonia, Boa Rayleigh was not born as a meta-human. She was not sure if he would ever turn out to be a natural meta-human life his elder sister, but there was no denying that the boy had inherited a lot more of her features compared to his elder sister.
After giving birth to Rayleigh, Hancock had already made up her mind to produce more offspring in the future. She had no intention of pushing them into a war to get the throne. The throne of Amazon Lily would always belong to her regardless of who sits on it. She wanted to produce more children because she wanted to increase the population of meta humans. She had another reason to participate in it. Mainly because her offspring had the ability to learn haki.
Obviously she alone was not going to do it.
In fact, considering her future plans, after World War 2, she was going to be very busy. But until then, as the ruler of the country, she would not back away from taking the responsibilities.
