[The Astral Tribunal - Cosmic High Court]

The three colossal Arbiters stared down at the human Tycoon. The swirling galaxies surrounding the tribunal ground to an absolute halt.

"HE THREATENS OUR SUPPLY..." the Arbiter on the left rumbled, the sheer force of its voice cracking the marble floor beneath Elara's feet.

"The motion for recusal is denied!" Agent Vane interjected, floating forward in a panic. "The defendant is using extortion! You cannot allow him to bypass cosmic law on a technicality! Address the offshore shell company in the Shattered Void!"

"Agent Vane is correct," Victor agreed smoothly, shocking the prosecution. "We should adhere strictly to the law. Which brings me to my second motion."

Victor tapped his gold-nibbed pen against the Ledger.

"The defense officially triggers the Discovery Phase," Victor declared. "If the Astral Revenue Service wishes to prosecute me for hoarding capital and operating an offshore shell company, I have the legal right to review the ARS's own financial ledgers to ensure there is no precedent of selective enforcement."

Vane's gray, faceless head snapped toward Victor. "The ARS ledgers are strictly classified! We are the auditors, mortal! You do not audit us!"

"Transparency is the foundation of a fair market," Victor smiled his cold, calculating smile. He turned to Seraphina.

Seraphina opened a glowing, blue folder. "Subpoena executed, Principal Thorne. Utilizing the magical loopholes printed by our elven legal team, we have successfully forced a localized data dump of the ARS's Q1 operating budget."

A massive, glowing red holographic spreadsheet erupted into the cosmos, dwarfing the Arbiters.

Victor looked at the numbers, his eyes widening in mock surprise. "My, my. It appears the Astral Revenue Service is running a severe cosmic deficit. Agent Vane, you spent four hundred Trillion Gold last quarter erasing localized timelines just to meet your quotas. Your department is completely insolvent."

"SILENCE HIM!" the center Arbiter roared, embarrassed that their cosmic bankruptcy had just been broadcast to the court.

"You are prosecuting me because you need my capital to balance your own books!" Victor's Tycoon Aura flared, his voice echoing with absolute corporate dominance. "This isn't a trial. It's an attempted asset seizure by a failing government agency!"

Vane recoiled, his gray suit flickering with static as the legal trap closed around him.

"However," Victor adjusted his midnight-blue cuffs, dropping his voice to a smooth, reasonable tone. "The Pantheon Group is always willing to settle out of court to avoid lengthy litigation."

Victor slashed his pen across the Ledger, generating a glowing golden contract.

"I will drop my counter-suit, and I will inject one hundred Trillion Gold of liquidity into the ARS budget to save your jobs," Victor offered, sliding the contract across the marble podium. "In exchange, you will drop all charges, and the Astral Tribunal will grant me an 'Exclusive Universal Trade Monopoly' license. I want the rights to expand my franchise into neighboring dimensions."

The Arbiters looked at the contract. They looked at their own bankrupt ledgers. They were trapped by their own bureaucracy.
