The Academy City Plaza was a massive. It is where most of the business of the Academy City is concluded. It was big enough to hold 3 million people at once. Though only until recently that it was barely enough to hold 1 million people.
The Academy City Council anticipated the surge of students and started expanding before hand. The whole City is mostly students with adults only there to maintain the infrastructure. Such as owning shops or going out side. Students can't leave the Academy City under any circumstances for the next four years... once admitted that is.
After graduation, Students can stay or leave. Or buy a land to start business.
Any kind of contact outside is made through latters. And the teachers here are more like indifferent trainer plus investor. They won't go out of their way to help anyone, if they can't even help themselves by asking, why would they? As long as the victims didn't say they were being abused, the professors won't interven.
