And since Ragnar was involved, Matilda and Bree could assume that it was the Chancellor.
It was mostly the Chancellor whom the student council answered to.
"But even so, when you learned Kai was making a group, you decided to opt out of making a group and get the rewards for yourself?" Matilda raised a brow. She was skeptical about his reasoning. "You don't know Kai, so I find it hard to believe that you'd stop."
Since Rifky was the one who warned Kai, it doesn't make sense for him to make a group.
Had that been the case, he wouldn't say anything to Kai.
But he did.
So, Matilda was quite puzzled about why on Zeus' name Rifky would help Kai when he wasn't even close to Kai in the first place. Heck, Matilda was pretty sure Kai doesn't know anything about Rifky.
