Hokage's Office.
"BAM" the door was slammed open
Hiruzen didn't even look up, he only knew one person that would dare do that.
Danzo then stormed into the room and glared at Hiruzen, "Hiruzen the Uchiha are contacting the Jinchuriki again!"
Hiruzen sighed and looked up, "Kushina is fine, she can protect herself."
Danzo scoffed, "The village is still rebuilding from the destruction from her inability to protect herself!"
Hiruzen rolled his eyes, "You and i both know that was very different "
Danzo glared, "How so?!"
Hiruzen looked at him exasperatedly, "She had just gotten through pregnancy and was very weak. Now that she is recovered their almost no chance of it repeating;"
Danzo stomped his cane on the ground, "Hiruzen don't be naive! Even if there's a small chance the village couldn't handle another Nine Tails Attack!"
Hiruzen sighed, "Quit it. Just tell me what you are really here for."
Danzo hardened his expression before slamming a folder down on Hiruzen's desk, "The reason Shisui met with Kushina was to give her a letter from Uchiha Roku!"
Hiruzen rubbed his forehead in annoyance, "Danzo i told you before to stop it!"
FLASH BACK
"BAM" the door was slammed open
As if repeating a play that had been played constantly over many years Danzo slammed open the door and stared at Hiruzen angrily.
Danzo rushed in and slammed a file on Hiruzen's desk, "Hiruzen are you kidding me!!"
Hiruzen looked up at him annoyedly before grabbing the file and skimming through it.
He sighed and set the files down, "Don't push the Uchiha too far."
Danzo glared and slammed his cane, "Don't be weak Hiruzen! This is desertion!"
Hiruzen rubbed his temples, "He is an elder of a clan. I have no right to restrict his movements"
Danzo scoffed, "This isn't some normal time! Him leaving now is a sign of guilt!"
Hiruzen wanted to slap his forehead, "That's just speculation you have no proof. Not only that but he has no motive"
Danzo looked dumbfounded then turned angry, "NO MOTIVE! He had all the motivation in the world!"
Hiruzen sighed, "No he was Minato's head guard and even his student. Minato's death had no positives. Much less the fact that the Nine tails attack would have killed Kushina who he is even closer too!"
Danzo scoffed, "Minato was young, so staying with Hokage would hurt the Uchiha in the long term. Don't forget their greatest wish is for an Uchiha Hokage!"
Hiruzen angrily stood up, "DANZO, Roku isn't dumb! Minato and Kushina dying would just cripple his status in the village! The death of his 2 biggest supporters and even his primary source of training techniques would have no benefit! If you're just here to speculate then leave!"
Danzo then turned away before shouting over his shoulder, "You'll regret this Hiruzen"
Hiruzen yelled back, "I'm the Hokage!"
END OF FLASHBACK
Hiruzen sighed before continuing, "If you're only here to talk about Roku then leave! He is Minato's student if we try and oppress him Kushina will destroy the Hokage building tomorrow."
Danzo glared before knocking him cane on the ground, "You know of the clan meetings the Uchiha have had?"
Hiruzen raised an eyebrow and nodded, "Yes they gathered the clan to talk about the relocation."
Danzo scoffed, "That's not all the meetings were about! They were discussing a rebellion! They even called for Fugaku to become 5th!"
Hiruzen sighed, "I know the Uchiha are dissatisfied but we can't push them too far. Its normal for a clan to want a Hokage from their clan."
Danzo scowled before he dropped another folder on Hiruzen's desk. As Hiruzen looked over the desk his expression darkened, but before his anger could fester he calmed himself.
He turned up and sighed, "Gather an Elder meeting."
The Conference Room
Soon Koharu and Homura arrived and entered the room. As they all gather and set down Koharu and Homura began to look at the files on their desk
As soon as the two finished reading they sat up in shock. Hiruzen nodded after noticing they had realized the problem.
Hiruzen sighed before speaking up, "So what do you think?"
Homura spoke up angrily, "This is treason!"
What the files said was clear, the real reason the Uchiha clan had withdrawn all troops on the battlefield wasn't just to discuss the relocation. They planned to not send anymore to any more battlefield!.
While it wasn't new information that the Uchiha had returned from the battlefield, the elder just assumed it was to have clan meetings to plan out their new compound area.
Hiruzen rubbed his temple before turning to the 3, "Any ideas?"
Danzo immediately spoke up, "Round them up and Execute them! Make an example out of them!"
The three of them looked at Danzo and wanted to smack their faces, not to mention the fact that all the other clans in the village would revolt if that happened.
But also the fact that they didn't even have the power to do what he said, almost no ninjas other than Anbu would be willing to do it. Then there was the fact of Kushina, if they went after the Uchiha the Kushina wouldn't let that happen.
Even if by some miracle they managed to defeat the Uchiha the losses would be so great that they wouldn't be able to fight off the other villages. And with Roku Uchiha outside there would be a new Kage level rogue ninja who knew many Village secrets.
Hiruzen ignored Danzo before turning to Koharu and Homura, "What are your idea's?"
The two thought before sighing and Koharu spoke up, "We can't do anything, if we try and force them and they refuse what could we do?"
Hiruzen sighed, that was the problem, they had no premise to stand on. The Uchiha were already dissatisfied with them if they tried to force them it would just fuel that anger. And even if he ordered them they might not follow it, after all the Uchiha could make up many reasons to refuse.
He then called in an Anbu, "Go get Fugaku and Shisui and bring them here."
The Anbu nodded before flickering away
