The difference between Magic and Spirit Power, as well as Jibril's characteristics as 'life', were all key obstacles for her.
Of course, Jibril could naturally perform a fusion attack using a Magic Formula.
However, the process of deploying a Magic Formula was unnecessary for the Flugel, so they were trying to find a way to directly deploy the second stage of the Fusion Equation.
This was something Rias herself hadn't completed yet, relying entirely on a shortcut provided by her Zanpakutō.
Just as Yamamoto Genryūsai Shigekuni's Bankai could reach the temperature of the sun's core, without his Zanpakutō, he wouldn't be able to reach that temperature through Kido (Spirit Path) alone.

Despite saying that, Jibril was more persistent than Rias.

Rias shrugged and said, "It's not rejection; I just want to 'master' it."
"That weapon, huh."
Jibril thought for a moment and replied, "It looks quite fragile."
"That's true."
Rias nodded and said, "This kind of weapon probably wouldn't be useful to you, even if I developed... Wait, hold on."
Rias suddenly thought of something and fell into deep thought.
"What is it?"
Jibril tilted her head.
"I just had a thought."
Rias pondered, then deployed a Formula.
This time it was a Research and Development Formula. As Rias moved, a 3D model appeared before them.
"Is this an Asauchi?"
Unohana Retsu asked.
"That fragile blade."
Jibril showed little interest.
The reason she wasn't interested in Zanpakutō was because of Unohana Retsu's performance.
Her Zanpakutō was too weak. When Jibril was in the Arena's spectator stands for the first time, she could roughly understand the limits of that blade even without touching it.
"Jibril, I want to extract a portion of your soul."
Rias said.
"As you wish."
Jibril blinked, also considering a possibility.
Jibril was classified as life because, for Higher Races, there was no clear boundary between the physical body and the soul.
The soul concentration between life and living beings differs vastly, and the same applies to the Asauchi.
The raw material for an Asauchi is the souls of Shinigamis. Since those Shinigamis were Lower Races to Jibril, she naturally thought such a blade was fragile and useless.
In fact, if Jibril were to fight a Shinigami, their weapons would be snapped in an instant.
Even Ryujin Jakka, without the protection of its high temperatures, would be snapped directly.
Even so, with a bit more Spirit Power, even a blade comparable to the temperature of the sun's core could be snapped—that was the terrifying nature of Jibril.
But what if a Zanpakutō were forged using Jibril's own soul?
This was exactly what Rias was thinking of now.
To reiterate, Jibril is life; there is no clear boundary between her soul and body.
Even extracting a portion of her soul wouldn't harm Jibril's essence.

Rias said nonchalantly.
Unohana Retsu was speechless, while Rias had already extracted the corresponding amount of soul from Jibril.
"How do you feel?"
Rias asked.
"The consumption isn't much; I'll recover it in a while."
Jibril said casually.
These souls were completely insignificant to Jibril.
Seeing this made Unohana Retsu's eyelids twitch.
Although she had tried to hold Jibril in high regard, she had still underestimated her.
This amount of soul was larger than her own, not to mention its quality. And after extracting so much, Jibril said she could recover it in a while?
This was simply too terrifying.
"Although forging an Asauchi requires washing the soul into its purest state, since it's for your own use, there's no need for that."
As Rias spoke, she used those souls to directly synthesize a Zanpakutō.
That's right; Rias wasn't just forging a Zanpakutō. She had fully understood its principles and mechanisms and was synthesizing it directly from its core source.
It took a full five hours for Rias to finally manufacture the Zanpakutō.
"Incredible..."
Unohana Retsu gazed solemnly at the Zanpakutō.

This blade was simply too powerful; even if it clashed with Ryujin Jakka, it probably wouldn't suffer any damage.
"It's not enough."
Rias said.
The two of them couldn't help but look at Rias, their gazes filled with shock.
Even Jibril was very satisfied with this weapon, yet Rias felt it wasn't enough?
"The weapon is barely sufficient, but only in terms of attack. For the Flugel, it has clear shortcomings."
Jibril had just tested it.
Because Jibril wanted to pierce the defenses of the Dragon-kin, after Shikai, the weapon would transform into a scythe, a sword, or something similar according to her will.
The form after Shikai changes according to her will, so the appearance doesn't matter.
What's truly impressive is that Shikai can forcibly compress Spirit Power to an even thinner degree.

It was the thought of the Dwarf Race's Spirit Weapons and her conviction to pierce the Dragon-kin's defenses that gave her Zanpakutō such a released form.
And Bankai is simply based on the released form, violently and massively consuming her own power to create a terrifying explosion.
If combined with Heavenly Strike to transform her entire body into nerves linking to the Spirit Corridor, instantly condensing a massive amount of power for an explosion, it might produce power even greater than a simple Heavenly Strike.
Shikai to pierce the opponent, Bankai to directly pour all her power into the blade embedded in the opponent's body, creating an explosion... Perhaps even the Dragon-kin could be hunted.
Yet, Rias actually said this wasn't enough?!"
