Chapter 136 - The Tesseract's Disturbance

The World Security Council.

This organization, founded under the leadership of several major Western powers, had indeed helped maintain a degree of stability in certain regions of the world.

However, at its core, it was still a coalition bound together by shared political and strategic interests.

This was precisely why, in the movie timeline, Nick Fury followed the advice of Captain America.

While eliminating HYDRA, he also brought an end to S.H.I.E.L.D.

He even handed over S.H.I.E.L.D.'s vast intelligence network, led by Agent Hill, to the Avengers.

Later, even after S.H.I.E.L.D. was rebuilt, it operated largely independent of Earth's political powers.

Of course, that was a story for another time.

Ever since Nick Fury took charge of S.H.I.E.L.D., regardless of how serious a global security threat became, the council members of the World Security Council—powerful figures from various nations—had always attended meetings via remote projection.

Except this time.

This time, all six permanent council members, their twelve deputies, Council Chairman Alexander Pierce, and the Director of S.H.I.E.L.D. were present in person.

Twenty individuals standing at the pinnacle of power had gathered together in one room.

And the topic of discussion was not drug cartels or terrorist organizations.

Instead, it centered on Qin Xiao's public killing in France.

Of course, that was merely the spark.

The true issue was the rise of the Avengers.

Whether it was absorbing the highly promising intelligence organization known as the Red Room, or repeatedly crossing national borders to eliminate terrorists, their actions had damaged the hidden interests of certain nations and politicians.

"We must accelerate the development of weapons utilizing the Tesseract."

"World security and stability should be maintained by the nations represented here, not by a group of costumed vigilantes calling themselves heroes."

One of the council members held up a document.

"I have a report detailing how this so-called Avengers organization—a completely unauthorized civilian group—has repeatedly ignored national sovereignty over the past six months and entered foreign countries to eliminate what they call terrorists."

"And especially that Chinese man, Qin Xiao. He openly used his superhuman abilities to threaten senators and even committed murder in public at the Grand Palais auction in Paris."

"For God's sake, I'm sick of being harassed by those Japanese politicians over this!"

Several council members erupted with complaints, listing one accusation after another against the Avengers—especially Qin Xiao—portraying him as lawless and uncontrollable.

Only Nick Fury sat quietly to the side, observing everything with a cold expression.

While he didn't necessarily approve of some of Qin Xiao's methods, he despised these so-called guardians of world security even more.

In their hearts, all they truly cared about were approval ratings, personal interests, and political power.

The discussion grew increasingly heated.

They simply could not tolerate an organization possessing its own intelligence network, funding sources, and elite combat capabilities while remaining outside their control.

Eventually, every eye in the room turned toward Fury.

"One month, Director Fury."

"We'll give you one more month."

"Weapons developed using the Tesseract must reach mass-production capability and be ready for deployment to the special forces units of our respective nations."

Fury sighed.

"Gentlemen, I understand your concerns."

"But with all due respect, whether it's Qin Xiao, Captain Rogers, or Tony Stark, their actions may have crossed certain lines, but in many cases they've genuinely been trying to protect world peace."

In reality, Tesseract weapon development had already achieved some progress.

But Fury had no intention of handing that technology over to the people sitting before him.

One council member stared deeply at him.

"Director Fury, I suggest you remember your position."

"At their core, they are criminals who trample upon the law."

"They act without authorization from any sovereign nation."

"They are disrupting the world."

"I hope you never forget that."

"And don't forget the deadline."

"One month."

Everyone present was politically savvy.

How could an organization like S.H.I.E.L.D. possibly exist without their own people planted inside it?

After all, during the Battle of New York, they had managed to bypass Fury's authority entirely and order a nuclear strike against Manhattan.

That alone proved they possessed methods to restrain him.

California – Former Pegasus Project Research Facility

Now operating as a secret S.H.I.E.L.D. base.

Dr. Erik Selvig, recruited into S.H.I.E.L.D. by Fury, was conducting a series of tests around a device resembling an oversized Arc Reactor.

At its center floated the Tesseract.

This indicated that S.H.I.E.L.D.'s current understanding of the artifact remained limited to energy extraction.

The weapons produced from it were somewhat more powerful than conventional firearms.

Instead of bullets, they consumed pure energy and could adjust their destructive output.

Certainly advanced technology.

But due to limitations in materials and power output, progress in raw destructive capability had been modest.

Fury had faced tremendous pressure during the council meeting.

The moment he entered the laboratory, he said:

"Dr. Selvig, we need to move into Phase Three development immediately."

"We're out of time."

"The people upstairs want weapons capable of standing against Iron Man."

Selvig froze for a moment.

"I must remind you that the energy contained within this thing exceeds anything you can imagine."

"Rushing development without proper understanding could lead to a disaster."

"Then increase your certainty, Doctor."

Fury's voice was firm.

"Because if we don't move fast enough, those idiots will assemble their own research team and start developing weapons themselves."

"And that will be a real disaster."

Fury had his own reasons.

He remembered the events involving Captain Marvel and extraterrestrials back in 1995.

And more recently, the arrival of Thor.

Whether it was the hammer-wielding Asgardian or the fire-breathing magical construct, both possessed enough power to destroy a city.

As a human being, Fury refused to place Earth's safety in the hands of some distant kingdom called Asgard.

There was a saying from Howard Stark that Fury firmly believed:

Peace belongs to whoever holds the biggest stick.

Earth needed its own "big stick."

Only then could it deter the advanced civilizations lurking throughout the cosmos.

Fury's words left Selvig deep in thought.

After a long silence, the scientist finally spoke.

"I can accelerate development."

"But it must still be done step by step."

"We can accept greater risks, but only within controllable limits."

"Wouldn't you agree?"

Fury neither agreed nor disagreed.

He simply nodded.

Selvig lowered his head and returned to work.

But just as he began—

A shrill alarm suddenly erupted from every instrument in the laboratory.

The Tesseract's energy readings were rising rapidly.

Fury frowned.

"Doctor, is this what you call proceeding step by step?"

Though he wasn't a scientist, even he could read the numbers displayed on the monitors.

The Tesseract's energy output had increased nearly twentyfold compared to moments earlier.

That was hardly a gradual escalation.

Selvig looked up in confusion.

"I haven't even started yet."
