He never confronted the Dragon Organization about it, nor did he complain about being observed. As long as they didn't interfere with his freedom, he had no reason to acknowledge their existence. They watched him from afar and he wandered wherever he pleased.
It was an unspoken understanding that had lasted for centuries.
