Simon obviously faced resistance when he tried using the Shadow Enforcers against Caesar's factions.
There were some Shadow Enforcers who had been bought by Caesar, and some of them tried to stop their colleagues from arresting and stopping some of these operations that were run by Caesar's factions.
Simon had to blackmail Interrogator Radan to work for him, and the demon was obviously terrified when he realized that Simon wanted him to interrogate all the illegal practices Caesar's factions were doing.
Despite the fact that Radan was a low ranking Interrogator, he knew about all the illegal activities of the three factions and even other factions.
But what could he do?
He was just a low ranking interrogator, and even if he had the power to do anything, why should he?
It benefitted him in no way.
Unfortunately for Radan, Simon was able to get information on some of his dark secrets and if these secrets were to be known, he would do jail time without a doubt.
