A Level 3 Strong-Level Esper holds an absolute advantage against Level 0 Powerless or Level 1 Weak-Level Espers, who are virtually indistinguishable from ordinary people.

​If the superpower type is directly applicable to combat, this advantage becomes even more pronounced.

​And if this Strong-Level Esper has even a little bit of combat experience, the enemy's numerical advantage is greatly diminished.

​The Espers in Academy City are primarily students, mostly minors, and their mental fortitude and willpower are not significantly different from ordinary people.
