Annie POV
I woke up in my penthouse apartment as I got up to take a shower to put on a suit to head to my meeting with the President of the United States.
I teleported in as I had the meeting as kids with powers need a institution to train them in a healthy good environment, I propose a school that will help with that, the best teachers, best training facility, state of the art equipment, and top of the line security against villains who want to try to sneak in.
President: I see, you wanna teach students to be heroes as soon as they develop their abilities.
Annie: Yes, the staff can be heroes as they have the power to expel students should the need be necessary but teach there class however they want.
President: What else?
Annie: The school has events that will be televised, a competition to show our teaching is working on training the children.
President: Good, there has to be more to the security really?
Annie: The students will be issued a student id badge that as soon they step on school grounds a scanner will scan them automatically, if no one has a badge there id from there face will be scanned to show there information, if a villain tried to sneak in then that's how as security will react quickly.
President: Good, but how will you make sure the students are on there best behavior?
Annie: Will be creating a new system, Hero licenses, everything already needs a license to practice something so why can't heroes be the same. You can be a vigilante if you want but if your caught without a license the first time it's a warning but the next time then it's jail time.
President: I see, like driving a car, you need a license to do it or practice law, this might work really but how will you do this.
Annie: Being a hero is like a full time job, so put it as a college course but they'll start in high school on there hours, will have a
Hero Examination Test three times a year as it doesn't matter if they fail, they can keep trying at it, one in fall, and one in the spring.
President: What the test entail?
Annie: questions like what would you do in a villain or natural disasters with your powers, human protection questions, and then there's the physical test as state of the art droids that are worth 1-4 points, the more you score on base paised 70 points you pass but there's also points for helping others, not just fighting the bad guys, points for rescuing others will count. We will have normal classes where normal teachers teaching the classical courses.
President: And how will you give the licenses?
Annie: That will be an exam too, you see I left the spring time open, that's when or they can do it the fall as well. The licensing exam will be different as obstacles, civilian rescue, and villain combat, we will grade you during the test as you have to score a 70 to pass. We will offer training class should you fail to get your license that way. People are not to use powers on regular people as that will have your licensed stripped to lead to incarceration.
President: Well Mrs. January, I'm sold on this, your Hero school will be approved, just needs a name?
I thought about it and I came up with one.
