The only one who was given a choice was Arceus Silver (Noah), Kiara's husband, who recently traveled to Western Phoenix.
The announcement quickly spread throughout the empire, leaving many nobles wondering why the Emperor had called such a gathering. A royal banquet could be held for many reasons, but requiring every Duke to attend suggested that something important was going to happen.
At the same time, the Emperor sent letters to Grand Prince Zeraph and Serestia. However, while one was busy restoring order in a distant city, the other was nowhere near the Imperial Academy.
