When the council meeting began, it was exactly 12 o'clock in Korea.

 

For three hours straight, the small group of five had reviewed only a single topic.

Recruitment.

 

The SCP Foundation had received the approval of all the world's countries only a month ago.

 

And this was the biggest event in the last twenty years of the SCP Foundation since the SCP Foundation had been establishment.

 

Locations, objects, and living beings that had undergone abnormal evolutions—called anomalies—kept increasing every passing year.

 

Even so, the total number of anomalies discovered up until now was only around seven hundred.

Faced with this supernatural situation, world leaders quietly set aside everything that had happened in the past and held a secret meeting with the participation of every country in the world.

 

In the end, the SCP Foundation was made official under the condition that it would follow special rules, becoming a joint organization of the world's nations.

 

Even though these five council members looked like ordinary people from the outside, every one of them was someone whom the world's leaders had chosen to trust.

 

For example, Mr. 01, who drew attention with his white beard and modern military uniform.

 

Council Member 01—formerly the head of America's largest personal security organization—had earned the trust of different national leaders thanks to his ability to use advanced technology and his zero failure rate.

 

Later, this man discovered an anomalous object. At first, he believed it was the result of a secret experiment and assigned his own men to investigate it, but eventually he realized that everyone who made contact with the object was aging rapidly and dying.

 

Since he himself was one of the people who had touched the object, he panicked and asked the President of the United States for help, unintentionally launching one of the first SCP investigations in history.

 

While the man was on the verge of death, a young girl—an assistant to one of the scientists he had asked for help—finally succeeded in neutralizing the object's effects.

 

The object's abnormal behavior was so bizarre that even the U.S. government was stunned for a while.

 

After long debates, Mr. 01—formerly Mr. Micheal—founded the prototype of the SCP Foundation with the pressure and encouragement of the U.S. government, to deal with such abnormal incidents.

 

The girl who had saved his life back then was now the one who had taken the code name Ms. 03, and she was sitting right beside him on his left.

 

What was even more interesting was the young Filipino man known as Mr. 02.

 

He had once been a hacker who challenged the world's biggest banks, but only five years ago, he happened to see some anomaly photos on the internet.

 

The photo belonged to a drawing of a strange creature walking down a corridor, but no matter how full a person was, anyone who looked at the drawing suddenly felt a strong hunger.

 

Believing he would be invincible as long as he stayed behind a screen, the young man immediately surrendered himself and revealed his identity to the authorities when he discovered the effect of this photo.

 

At that time, anomaly cases had just begun to be discovered in the Philippines, and when the government heard about the ability of this photo, they hired him right away and ordered him to erase every anomaly photo on the internet.

 

With state resources, he accomplished it easily, and he destroyed this photo not only in the Philippines but throughout the entire world.

 

In exchange for this one-time job, his identity was hidden by the government, and his crimes were pardoned. That lasted until the SCP Foundation was officially established.

 

The president of the Philippines saw his chance and immediately informed the other world leaders about this young man.

 

The president had his own thoughts and interests he wanted to protect, but no one cared.

 

Since the moment the SCP Foundation had been created, every country knew that this organization would not make money but only spend it.

 

When the time reached three in Korea, the first decision was finally made.

 

On the table were scattered documents containing detailed information about the greatest combat experts, strategists, and generals in each country.

 

Among them, one document had been neatly placed in the center.

 

A Russian general who had been imprisoned despite being a war hero of Russia.

 

During the war, he had never lost a single front and instead had crushed his enemies with overwhelming victories, but he had an extremely ruthless personality, to the point that he did not hesitate to order even the killing of children.

 

Everyone in the room understood that because of the nature of anomalies, the Foundation would sometimes have to point weapons even at children, so they believed the person who would lead anomaly suppression operations needed to be ruthless.

 

The decision was that this man would work in the SCP Foundation for a while, participate in missions, and they would observe his abilities. If good results were achieved, he would become Council Member 06 in the future.

 

This topic was set aside, and next, they moved on to planning how to establish SCP Foundation branches in every city in the world.

 

As topics came and went, nineteen hours had passed since the SCP Foundation council meeting had begun.

 

After returning from a short break and waiting a little, hologram screens appeared in the middle of the table.
