Chapter 20: The Mandate

Patriarch Uchiha Tajima fell into deep thought. For generations, the Uchiha had relied on their claim of being the "strongest," a belief that precluded the need for alliances. But the protracted, bloody stalemate with the Senju had proven they were not invincible. The concept of unification, of absorbing other clans, was a foreign but intriguing strategy.

"The proposal has merit," Uchiha Tajima finally conceded, his voice echoing in the silent chamber. "But the execution is critical. Who would go? Sending our top-tier fighters risks a devastating ambush. Sending lower-ranking members would lack the authority to command submission."

This was the core dilemma. The envoys needed both status and overwhelming personal power.

"The individuals sent on this mission must possess significant standing and the strength to back their words with undeniable force," Uchiha Raizen stated, his voice clear and firm. He then pointed to his own chest. "I believe I am suited for this task."

A wave of stunned disbelief washed over the room. They had assumed the boy was merely posturing for influence, not volunteering for a suicide mission.

"Uchiha Raizen," the Second Elder sputtered, "do you comprehend the danger? You would be walking into hostile territory! They could simply overwhelm you with numbers! You could face a clan patriarch or a Kage-level opponent! You—"

"An envoy is not to be slain before negotiations even begin," Uchiha Raizen interrupted, his tone unwavering. "Moreover, I am bringing them an opportunity. Patriarch, you know the reality of this world. Several minor clans vanish every year. Their weakness is their original sin. But we are offering them a chance—sanctuary under the Uchiha banner. All we ask is a tribute of resources and loyalty. It is a transaction. Any clan leader with a shred of sense would at least hear the offer."

His words, pragmatic and cold, silenced the opposition. This was a different kind of warfare, one of diplomacy and intimidation, and it challenged the clan's iron-blooded traditions.

After a long, heavy silence, Uchiha Tajima made his decision. "Very well. This matter is settled. You will lead this initiative. However," his eyes narrowed, "preparations for war will continue. If we receive word of your failure or death, we will respond not with envoys, but with fire and steel."

Uchiha Raizen bowed his head in acceptance. "Understood."

Internally, he felt a surge of relief and excitement. Staying within the clan compound felt increasingly dangerous; an unseen threat seemed to loom over him. This mission was his chance to leave, to explore the vast world of Naruto, to encounter its myriad bloodlines and unique jutsu. His goal was no longer just to provide for his family, but to grow powerful enough to truly shape his own destiny.

After the council was dismissed, Uchiha Tajima motioned for Uchiha Raizen to remain.

"Uchiha Raizen," the patriarch began, his voice slightly less formal. "I was of your father's generation. You may call me Uncle. Now, you can wield S-Rank techniques. Tell me, when will you be able to master SS-Rank ninjutsu?"

This was a test. Uchiha Raizen's value to the clan was tied directly to the upper limits of his mysterious ability.

"I have never seen an SS-Rank technique," Uchiha Raizen answered truthfully. "So I cannot say."

"Is that so?" Uchiha Tajima's Sharingan began to spin. "Then observe. Fire Release: White Dragon!"

He performed a series of seals so fast they were a blur. Instead of the familiar crimson, a pure, searing white flame erupted from his mouth, coalescing into the form of a majestic, roaring dragon. The construct soared into the sky, its intense heat evaporating the clouds in its path and painting the heavens with a brief, terrifying brilliance.

It was the most powerful technique Uchiha Raizen had ever witnessed. While he maintained a calm exterior, his mind was reeling. Silently, he issued the command.

System, pick up Fire Release: White Dragon.

The notification was a cold splash of reality. He had acquired the technique, but it was locked away, far beyond his current reach. The path to true power was longer and steeper than he had imagined.
