Because of the Blue Empire's regulations, General Marcus was unable to openly accomplish this or seize a nation on his own.
Actually General Marcus was only an official of the Blue Empire and was serving them. His duty was to maintain peace and order in the region he was operating. He had served the Blue Empire army for one hundred years and killed countless magical beast in the Green Empire. Fought so many battles against the Green Empire and stopped them from advancing further to capture more area of the humans in the Blue Empire.
After he retired from the army he had become one of the officials of the Blue Empire and controlled the western area of the Continent one of Blue Empire. In this western area there were thousands of countries who ruled in their separate territory. Now these countries always fought war amongst themselves and there was chaos. Countless warriors and cultivators were martyred due to the war of these nations.
But due to the deaths of so many human warriors and cultivators the ultimate loss was suffered by humanity. Because if the more number of human warriors and cultivators died the human army will become weak and then there will be a time when the magical beast from the Green Empire or the demons and evil beings from the Red Empire will invade the Blue Empire of the Humans and then humans will have no place to take shelter in the whole of the heaven world. Humans will only serve as slaves to the magical beast and demons.
To avoid this situation Blue Empire needs to make its army stronger. In order to do that they needed more high grade human cultivators so they need to nurture the human talent in each of the countries. They had to stop the war of the human countries among themselves.
For that the Blue Empire had sent its retired army generals to control each of these regions and laid strict guide lines for these countries like they cannot wage war against each other to invade the other country however there were some conditions which allowed the countries to war among themselves in specific scenarios.
To make sure that these countries are following the guidelines these retired army generals roams the continent from time to time maintaining peace and tranquilty. However there were few corrupt officials under Blue Empire like General Marcus who wanted to rule these countries on their own.
Though these officials of the Blue Empire had tremendious influence and power and had the Blue Empire army under them however they cannot do that on their own or take over a country and rule them. There main job was only to check if everything is in order and if the countries are making peace however General Marcus clearly wanted to take over these countries.
In order to please General Marcus the countries like Golden Rock City Kingdom had already submitted to him and started to follow his orders without keeping in mind the welfare of their citizens. However the kingdoms like Black Rock City had stood against him.
General Marcus looked at King Luthor who was kneeling infront of him and chastised him "Luthor! What kind of trash of a son you have who could not defeat someone who is a complete realm below him. Is this the reason why I had given you so many benefits. I had also given you control of the company Metallic Automobile Private Limited which produces the spirit stones however you lost control of this company. Both you and your son are just trash you do not have any right to be the ruler of a country."
King Luther did no exude any aura of a King and was just kneeling there with his son and his other court officials. They clearly understood that General Marcus was too furious at this point of time due to their defeat.
The condition of Prince Dominic was too miserable as he had already lost all the cultivation progress and had become a cripple. After the Golden Rock City General took him from the duel site he was immediately taken to the nearest health center in the Black Rock City to avoid any life threat.
Once the life risk was over he was then transferred to the Golden Rock City Hospital for recovery and in a few hours time he had become normal. However he could not retain his powers as a cultivator. He needed a few more days of rest but was still taken to the royal palace to be reprimanded by General Marcus.
General Marcus said "How in the world did you lose control of the Metallic Automobiles Private Limited? With so much effort and bypassing the Blue Empire guidelines I had given you the control of this extremely precious company and you had lost control of this and now the Black Rock Kingdom had the ownership making them the sole supplier of the Spirit Stones in this entire region."
King Luthor said "We do not know General Marcus. One day all of a sudden someone had bought most of the shares of the Metallic Automobiles Private Limited removing us from the ownership of the company. We could not do anything about this."
General Marcus said "You know what the funny thing is about this matter. Since I was the one who overwrite the rules and made you the owner of this company. If I setup and investigation panel and try to confiscate the company ownership showing the Blue Empire Policies then I will be the one to get executed first because my higher officials will know about my corrupt dealings. So I cannot even take steps to take back the ownership from them."
King Luthor could not lift his face to see the expression of General Marcus and just spoke like a lowly servant "I accept my incompetencies and will accept any punishment which you give to me."
General Marcus said "Right now my main concern is the Princess Elizabeth and that fiance of her. Because Princess Elizabeth had already acquired Blue realm surpassing even her father and matching you and her fiance had shown monstrous talent by reaching completion stage of the Yellow realm in just 15 days. Alex had also beaten your son who is a complete one realm higher than his."
