Three days after the British had filed out of the Treaty Room with considerably less in their pockets than they'd arrived with, a different set of men walked in.
American men.
The difference was immediately atmospheric. Where the British delegation had carried themselves with the compressed dignity of a house settling into a slow, graceful subsidence, the Americans arrived with the loose-limbed confidence of people who had won the war, written the peace, funded the recovery, and were now simply curious to see what else required their attention.
Leading them was Mathews Wasson, the State Department's Deputy Assistant Secretary — mid-fifties, wire-rimmed spectacles, a handshake designed by a man who had spent decades in rooms where handshakes were political acts. Beside him sat Harold Fisk from the Export-Import Bank, who looked at everything like a man running a continuous cost-benefit analysis of the physical world. And flanking them both, a Commerce Department attaché named Robert linder, younger, sharper, carrying a briefcase that appeared to be organising itself from the inside out.
Anirban rose to meet them . That was the difference. With the British, he had been in his seat when they arrived. With the Americans, he Stand and extended his hand first.
Small things. Everything was small things.
"Mr. Wasson. A pleasure." He shook each hand in sequence, warm, unhurried. "Please. Tea? Or—" a small, knowing smile "—we've also acquired a rather good coffee, if the occasion demands it."
Wasson laughed. Americans always liked being anticipated. "Coffee would be wonderful, Prime Minister."
Anirban's secretary was already moving.
They sat — the Americans on one side, Anirban flanked by Foreign Secretary Menon and Commerce Secretary T.T. Krishnamachari. The morning light fell through the high windows at a pleasant angle. A brass ceiling fan turned slowly overhead.
"We've had a productive week," Wasson began, settling his folder. "The framework proposals your people circulated were — I want to be direct about this — considerably more sophisticated than we were expecting."
"I hope that's not a backhanded compliment," Anirban said pleasantly.
Wasson grinned. "Not even slightly. Our people at Commerce spent two days going over the manufacturing cost projections. The numbers hold up."
Good,* Anirban thought. *Let them feel like they discovered something.
"India has a hundred and twenty million working-age people and a wage structure that makes your domestic manufacturers nervous," Anirban said. "I see no reason to be coy about that. What we are proposing is a structured industrial partnership — not charity, not political alignment, not ideology. A commercial relationship with mutual benefit on both sides of the ledger."
Linder was already scribbling.
The broad framework went easily — American raw materials processed in India, finished goods returning to American markets at costs that would make competitors in Western Europe reconsider their assumptions. India needed power infrastructure, agricultural technology, industrial machinery, and expert personnel. America needed cost-effective manufacturing capacity and a reliable partner in a region that was, as everyone in the room understood without anyone saying it directly, becoming geopolitically complicated.
The conversation moved through cotton processing, copper fabrication, and aluminium rolling with the smooth efficiency of two parties whose interests were genuinely aligned.
Then it arrived at Bhakra-Nangal.
"The dam project is the anchor," Anirban said, leaning forward slightly. "The Bhakra-Nangal complex on the Sutlej. When complete, it will be one of the largest hydroelectric projects in Asia — enough to power the entire northern agricultural belt and the Punjab industrial corridor. American turbine technology, American engineering expertise applied to the project from the planning stage, would be—"
"The infrastructure investment alone," Fisk said, looking at his numbers, "would require significant American commitment. The Export-Import Bank is interested, but the scale—"
"The scale is proportional to the market," Anirban said. "A powered Punjab feeds forty million people and produces exportable surplus. That surplus funds the next tranche of industrial imports from American companies. The infrastructure is not a cost, Mr. Fisk. It is the first term of a compound equation."
Wasson nodded slowly. He was the kind of man who liked equations explained as equations.
"The agricultural component interests us significantly," he said. "Your land is fertile, the workforce is there—" He paused, glancing at a note his attaché slid across to him. Then he looked up, and something shifted very slightly in his expression — not malice, exactly, more the easy casualness of a man who had said something a hundred times and saw no reason to measure it now.
"Of course," Wasson said, with the light, reflexive bonhomie of a man making a joke about weather, "given the refugee situation — the scale of displacement from Partition — if food supply becomes a pressure point down the road, I imagine there'd be willingness on our side to discuss food aid arrangements. We've found it's a useful lever in these partnerships."
A brief, easy smile. He moved to turn the page of his folder.
He did not notice what happened on the other side of the table.
Anirban's face did not change.
That was the discipline of it — the face did not change. The voice, when he eventually used it, would not change. The posture, the angle of the shoulders, the mildly interested expression of a man reviewing a proposal — none of it changed.
His right hand, resting on the armrest of his chair, closed into a fist.
Slowly. Quietly. The knuckles whitening in the unhurried way of something that was being very carefully controlled.
You absolute bastard,* Anirban thought, and the thought arrived with a clarity that was almost physical. *Food aid. A useful lever. You sit in my house, at my table, drinking my coffee, and you say "useful lever" about feeding my people.
Do you know what that phrase means here? Do you have any idea?
He knew, of course, that Wasson probably didn't. Not really. The man was a diplomat, not a historian, not an economist, not someone who had spent time thinking about what it meant to sit across a table from a nation that had watched three million people starve to death in Bengal in 1943 while a war cabinet in London decided that wheat shipments were more urgently needed elsewhere. Three million. The academic debates about the exact number only made it worse, somehow — the disagreement about how precisely to count the bodies. Churchill had told his Secretary of State that the famine was the Indians' fault for "breeding like rabbits." That phrase still existed, in documents, in the official record, in the footnotes of history that everyone in this room except Anirban had apparently decided not to read carefully enough. And this timeline I managed to significantly reduce it but even approx 10k people die even in my watch...
And before Bengal: the famines of 1876, 1877, 1878. The Great Famine of 1876 — ten million dead, possibly fifteen, depending on which estimate you trusted and how much you needed to sleep at night. The British Raj had, at the height of that famine, continued exporting grain from India to England. Not slowed it. Not paused it. Continued it. There was a Victorian civil servant named Richard Temple who had initially tried to organise relief and been publicly humiliated for spending too much money on keeping people alive, after which he oversaw a starvation response so deliberately inadequate that historians would later use the word "deliberate" without quotation marks.
And now this man, this well-meaning, well-briefed American diplomat with his wire spectacles and his Export-Import Bank colleague, was sitting at a table in New Delhi and describing food as a lever.
How dare you,* Anirban thought, the fist tightening another degree. *How dare you think that is a sentence that belongs in this room. You have no idea — no idea whatsoever — what it means to use that word here. You don't know what we know. You haven't lived inside the memory of it. You haven't grown up in a country where your grandmother can tell you, precisely, which road the bodies were moved from, because she was there, because she walked past them, because there was nothing else to do but walk past them and keep going.
And you call it a lever.
You smiling, well-intentioned, thoroughly comfortable bastard.
The fist on the armrest held.
"No, no," Anirban said, and his voice was warm and easy and carried a small laugh at its edges. "That's very kind, Mr. Wasson — genuinely. But I don't think we'll be needing that." He settled back slightly, the picture of a man generously declining a redundant offer. "India has enough."
Wasson nodded, already moving on.
"We have enough," Anirban repeated, half to himself, with the thoughtful smile of a man who has just reminded himself of something he'd temporarily forgotten.
And left it there.
The meeting ran another ninety minutes, covering technical training exchanges, joint manufacturing zone proposals for Bombay and Kanpur, and the first framework language for what would eventually become a commercial partnership agreement. Wasson was pleased. Linder had filled half a notepad. Fisk was already mentally drafting the cable back to Washington.
When they rose to leave, the handshakes were as warm as they'd been at the beginning. Wasson paused at the door.
"Prime Minister, I want to say — and I mean this — this has been one of the most substantive conversations I've had in this region in two years."
"The feeling is mutual," Anirban said, and meant at least part of it.
The door closed.
He dismissed Menon and Krishnamachari with the brief courtesy of a man who needed a moment. Told his secretary to clear the afternoon. Had the last of the American coffee sent to his private study in the PMO annex and walked there alone, carrying nothing but the day's residue.
The study was a narrow room that no Viceroy had ever used for anything important, which was precisely why Anirban had claimed it. A single window overlooking a courtyard where two clerks were arguing about something that involved a great deal of paper being shuffled. A desk with too many things on it. A chair that had belonged to someone else.
He sat in it.
He put his feet flat on the floor, hands loose on his knees, and looked at the wall for a while.
The coffee cooled in its cup.
Useful lever, he thought again. Not with rage this time. With something quieter, more deliberate — the particular quality of attention he gave to things that mattered.
He said it as a joke. A throwaway. Something to put in a file under "goodwill gestures, available if required."
And he's right that it's a lever. That's what makes it unbearable. He's correct. If the food situation deteriorates — when it deteriorates, let's be honest — we will have very few options. And the Americans know that. And they will smile and bring sacks of grain and ask, very politely, what we might be prepared to discuss in exchange. And we will be in the position of a man who needs to eat arguing about the price of dinner.
He leaned back.
ICAR is working, he thought. It's now slowly, determinedly building toward something better. The early hybrid varieties. The soil mapping programmes. We had protected the funding even when the treasury was hemorrhaging. Anirban had made certain of that.
And Annapurna is running. , its working and expanding to buy grain directly from farmers and hold buffer stock against price collapse and shortage simultaneously — a mechanism he and NITI Aayog had created, and which was already, in its first 6 months, doing exactly what it was supposed to do. Buying surplus in Punjab. Holding it. Moving it toward deficit regions in the east. The very first, embryonic version of what it needed to become.
But.
He looked at the courtyard. One of the clerks had won the argument. The other was walking away with a folder.
But ICAR needs ten years to breed varieties that matter. Possibly fifteen. The new hybrids require field testing, seed multiplication, farmer adoption — you cannot rush plant genetics, regardless of how urgently the situation demands it. And Annapurna buys grain and holds grain and moves grain, but only the grain that exists. It cannot manufacture surplus out of subsistence farming. It is a distribution mechanism, not a production mechanism.
Between those two things — between the research that needs a decade and the procurement that needs supply — there is a gap. A ten-to-fifteen-year gap during which India is still fundamentally vulnerable. A bad monsoon. A bad two monsoons. A regional conflict disrupting the Alluvial Soil belt. Any of those things, and Wasson's "useful lever" becomes a very real conversation.
What fills the gap?
He stood up. Walked to the window. Looked at the courtyard without seeing it.
The problem isn't production alone. The problem isn't procurement alone. The problem is that the grain that exists in the village doesn't reach the city, and the seed and the fertiliser and the tools that exist in the city don't reach the village, and the gap between those two failures is where people starve and where farmers go bankrupt and where the whole system hemorrhages itself into a crisis that becomes, eventually, someone else's "lever."
There is no supply chain. There is no cold chain. There is no network of warehouses at the district level, no fleet of vehicles, no cooperative structure that moves goods between rural production and urban consumption in both directions simultaneously. The railways do some of it. Traders do some of it. Private merchants who buy cheap and sell dear do the rest, and the margin between buying cheap and selling dear is paid by farmers who can't afford it and consumers who can't afford it.
ICAR breeds better seed. Annapurna buys and moves grain. But there is a third leg that doesn't exist yet. Something that functions like a circulatory system rather than a set of separate organs.
He stood at the window for a long time.
The government can't build it directly. We don't have the enough capital, we don't have the management capacity, and anything we build directly becomes a patronage structure within eighteen months and a sclerotic bureaucracy within five years. Even if there is a saraswati's agri company concept with streedhan as capital but there is a still fundamental problem lies as not everyone can do it, teach them scientifically teach them, there needs a Economy of size..
So what does it look like? What is the shape of the thing that plugs that gap for ten, fifteen years, while the research matures and the procurement scales and the farming base transitions toward something that can actually feed three hundred and fifty million people?
He didn't have an answer yet.
That was unusual, and he found it interesting.
He sat back down in the chair that had belonged to someone else. Picked up the cold coffee. Drank it anyway.
That American bastard,* he thought, with something that was no longer quite anger and had not quite become gratitude, *reminded me of something I should have been losing sleep over already.
Good.
Outside, Delhi continued its afternoon. Clerks shuffled paper. Ceiling fans turned. Somewhere in a field in Punjab,bengal and various part, farmers were doing arithmetic that the government did not yet have the infrastructure to help them with.
Anirban Sen sat in a narrow room and thought about it.
